Economic Price Adjustments The task order prices have to be at or below the EIS refreshed prices in the years starting July 2022-July 2027 and July 2027-July 2032. The task order prices cannot exceed the EIS contract refreshed prices. If the task order prices exceed the EIS contract refreshed prices then the CLIN price will be adjusted via a task order modification to match the EIS contract refreshed price, and/or the refresh prices will match the discount(s) provided in the original order proposals.

Special Considerations for Assigning NSCs to PHubs

If the contractor assigns a new VA building NSC (Network Site Code) to an existing PHub (Pricing Hub) or to a new PHub, the contractor shall submit an EIS contract modification to GSA. If awarded by GSA, then the TO will need to be modified to add the new access prices at rates mutually agreed upon by the contractor and agency but not to exceed the contract rates awarded by GSA.

Pricing Workbook The contractor shall enter prices using the Pricing workbook provided in Section J.1 of this solicitation.

General Pricing Requirements The Contractor shall deliver in accordance with the price schedule references for the services, related priced features described in Section C – Statement of Work (SOW) of this TO. The Pricing Workbook(s) identifies specific CLINs within each service; however, all EIS contract prices are applicable to the TO. Post-award implementation decisions that are within the broad scope and necessary to meet the overall objectives of the TO may necessitate VA modify the Pricing Workbook to include additional EIS contract CLINs than those specifically built into the price model. In these circumstances, VA will negotiate with the Contractor a bi-lateral modification that updates Section B and the Pricing Workbook.

Any equipment, material, facility, site preparation, labor, training, or service required in the performance of this TO for which a price is not specifically identified in the price tables will be considered to be included in the price of another item or provided at no additional cost to the Government, except as otherwise provided for in this TO. The Contractor may waive any charge at any time.

The quantities contained in the Section J.1Pricing Workbook(s) are estimates that derive the minimum totals dollar value for each period. VA intends to obligate the minimum total dollar value for each period at time of award or at time of option exercise, if VA unilaterally exercises an option period. Actual quantities may vary during the VA TO performance period and will be based on actual SOs placed. VA reserves the right to issue within scope modifications for additional quantities as needed. The quantities for optional CLINs and/or option periods contained in the tables found in Section J.1 Pricing Workbook(s) are VA's best estimates and are not a guarantee of future requirements, and actual quantities ordered placed on SOs for optional CLINs and/or option periods may vary during the TO performance period.

Service References The following table provides a list of section references for the services being sought by this solicitation. For each service, the corresponding Section B and Section C references in the EIS contract as well as this solicitation are listed, along with an indication of whether the service is mandatory or optional to order.

Project Title VA POTS Replacement Project Overview This effort is for a turn-key vendor managed and maintained solution to replace existing VA POTS lines.

Project Background VA currently depends on legacy technology known as POTS over traditional copper wires to meet part of the agency’s mission telecommunications goals.

Voice services over traditional analog loops which are also known as Plain Old Telephone Service (POTS) have been sunsetting and services have been increasing in cost and decreasing in availability.

This effort is to replace POTS with alternative technologies to provide service for Fire, Life, Safety Applications, Fax, Security Alarms, Fire Alarms, Elevators, Security Gate/Door Access Box/ Blue light phones, Voice contingency, Enhanced 911 (E911), and remote access system.

Description of Current Environment VA provides high-availability critical communications services (i.e., medical centers, regional offices, administrative offices, and top-level National Cemetery Administration (NCA) sites) with multiple locations in CONUS, OCONUS in Alaska, Hawaii, and US Territories of Puerto Rico, Virgin Islands, American Samoa, and Republic of the Philippines.

VA continues to expand the number of locations to better meet it’s Mission to service our nation’s Veterans and their families.

Project Scope The scope of this TO is to provide POTS replacement services for the VA enterprise as identified in this SOW.

The baseline requirements for the services required under this TO are defined in Section C of the EIS Contract. Specific sections are annotated in the associated service sections below. The Contractor shall provide the level of service and support specified in the EIS Contract, and as more specifically described below as VA agency-specific related requirements.

The Contractor shall provide successful, timely, and orderly transformation of all VA’s POTS to a replacement service that is acceptable to the VA. The scope of this TO includes all legacy voice and related services from VA contracts and any new, optional, or enhanced services as defined in this TO.

During the Period of Performance of this TO, the Contractor shall identify and propose within scope technology refresh of voice services that refine and enhance the Contractors offerings in order to keep current with technological changes and updates. VA will negotiate and award modifications based on the Contractor’s technology refresh. Technology refresh modifications will allow VA to continue to acquire, implement, and manage in-scope enhancements and services as needed to meet VA mission needs. Accordingly, the scope of this TO includes the current functionality described in this SOW, as well as those future services and capabilities offered through the GSA EIS Contract that will replace or improve functionality for VA voice services. In-scope future services may only be added to the TO through formal modification as necessary.

In addition, specific services in this TO will be provided as unique TO Projects as defined in Section G.3.3.3.3 of the EIS Contract. Each TO Project service proposal shall be requested by SOs that define the type and location of services to be delivered.
