36C10A21Q0061 Amendment 01 – Industry Questions and Answers

Question 1: Page 21 – SDVOSB set aside but SF1447 says small business set aside. Can you clarify?

Answer: This is a small business set aside, however; there is an evaluation criteria for SDVOSB and VOSB participation. See RFQ Section E, Volume 4 – Veterans Involvement.

Question 2: SF1447 due date of 3/12 – please confirm that only the Virtual Technical Demonstration is due on 3/12 and the due date for those invited for step 2 will be a future date yet to be announced.

Answer: Only Volume I – Virtual Technical Demonstration is due at this time.

RFQ Amendment 01 extends the due date until March 19, 2021 @ 11:59 PM EST.

Question 3: The PD and technical demonstration requirements are heavily focused on COVID-19 but does VISN 2 intend to use the solution for placement of all veterans into post-acute care settings in including non-COVID-19 patients?

Answer: Yes; the solution will be used for both COVID-19 and non COVID-19 patients.

Question 4: Page 27 – What specifically is meant by “medical network environments?”

Are you referring to the networks such as a Veteran Integrated Service Network (VISN) or to medical IT networks?

Answer: VISN 2 consist of nine medical centers. Medical Network Environments in this context refers to multiple medical sites/centers within the overarching administrator/organization.

Question 5: NAICS 541519 is listed in the requirement. AS a SDVOSB we only qualify under this NAICS on SEWP (among other GWACS). Would you consider another NAICS and/or and unrestricted bid?

Answer: No; the NAICS 541519 applies to this solicitation. This is a small business set-aside.

Question 6: Can you please provide clarification on the desired workflow regarding denial codes on item 14.b on page 9 of Attachment 1 that lists the salient characteristics of the platform requested? We have provided the verbiage below for your reference:

"Provider reporting with provider denial codes, on-time response rates, volumes, and rewards denoting clinical, operational and satisfaction scores."

Answer: As referenced on Attachment 1, Page 9, Item 14b, the solution shall provide reporting with provider denial codes. The Government does not intend to define the desired workflow regarding denial codes.

Question 7: Are you able to share the annual budget assigned to this project?

Answer: No; the VA/VISN2 does not intend to share the budget for this project.

Question 8: For the Friday March 12, 2021 deadline, do you require anything in addition to a link to the video demo?

Answer: You can submit the Virtual Technical Demonstration by providing a link for us to access the video or the actual video file in your email response to email addresses provided in the RFQ.

Question 9: Should the video link appear in any particular format (MS Word, PDF, email) or standard?

Answer: Video link can be provided in any of the mentioned formats.

Question 10: For the Friday March 12, 2021 deadline, do you require anything in addition to a link to the video demo?

Answer: No, just the link to the Volume I – Virtual Technical Demonstration. See answer to Question 2 regarding extension of the due date/time.

Question 12: ONLY Volume 1: Virtual technical Demonstration is due on March 12th at noon. Can you confirm that no pricing information is due on March 12th, but rather only the virtual technical demonstration?

Is it acceptable if we just send the link via email or do, we need to put it into a word or PDF document, which would create extra work for the VA.?

Answer: Only the Volume I – Virtual Technical Demonstration is required. No pricing information is due at this time.
