PRODUCT DESCRIPTION
1.0 REQUIREMENTS
The Department of Veterans Affairs (VA), Office of Information & Technology, Enterprise Program Management Division (EPMD), Benefits, Appeals and Memorials (BAM), Enterprise Access Products (EAP), Customer Relationship Management (CRM) is seeking to acquire a quantity of one (1) North52 BPA Software Maintenance License for the CRM program. This license includes software maintenance for 12 production systems under the CRM Program.
North52 provides a unique solution that helps you automatically test your End-to-End Dynamics 365/CRM processes. It offers the ability to repetitively test and report on key business processes. It is a collaborative automated testing solution designed to test and validate Dynamics 365/CRM. It features a codeless testing framework that enables multiple cross-functional team members to design and execute automated End-to-End tests. North52 helps to reduce the cost of validation and increase test coverage without increasing resources. In addition, North52 makes it easy to set up automated tests, and schedule the tests to run as often as needed. Some advantages of automated end-to-end testing include:

· Better documented processes Renewal of the North52 BPA Software Maintenance License will continue the automated End-to-End testing needed so that the CRM Platform and its tenants/applications continue to enable data sharing and facilitate informed and complete responses across three administrations and business lines, optimizing desktops to improve VA customer service, shorten call length, wait times, etc. for Veterans in crisis, health benefits, health eligibility services, Community Care, etc.

2.0 SECTION 508
NOTICE OF THE FEDERAL ACCESSIBILITY LAW AFFECTING ALL ELECTRONIC AND INFORMATION TECHNOLOGY PROCUREMENTS
On August 7, 1998, Section 508 of the Rehabilitation Act of 1973 was amended to require that when Federal departments or agencies develop, procure, maintain, or use Electronic and Information Technology, that they shall ensure it allows Federal employees with disabilities to have access to and use of information and data that is comparable to the access to and use of information and data by other Federal employees. Section 508 required the Architectural and Transportation Barriers Compliance Board (Access Board) to publish standards setting forth a definition of electronic and information technology and the technical and functional criteria for such technology to comply with Section 508. These standards have been developed and published with an effective date of December 21, 2000. Federal departments and agencies shall develop all Electronic and Information Technology requirements to comply with the standards found in 36 CFR 1194.
2.1. Section 508 – Electronic and Information Technology (EIT) Standards:
The Section 508 standards established by the Architectural and Transportation Barriers Compliance Board (Access Board) are incorporated into, and made part of all VA orders, solicitations and purchase orders developed to procure Electronic and Information Technology (EIT). These standards are found in their entirety at: http://www.section508.gov and http://www.section508.gov/acquisition-regulations. A printed copy of the standards will be supplied upon request.

2.2. Equivalent Facilitation
Alternatively, offerors may propose products and services that provide equivalent facilitation, pursuant to Section 508, subpart A, §1194.5. Such offerors will be considered to have provided equivalent facilitation when the proposed deliverables result in substantially equivalent or greater access to and use of information for those with disabilities.
2.3. Compatibility with Assistive Technology
The Section 508 standards do not require the installation of specific accessibility-related software or the attachment of an assistive technology device. Section 508 requires that the EIT be compatible with such software and devices so that EIT can be accessible to and usable by individuals using assistive technology, including but not limited to screen readers, screen magnifiers, and speech recognition software.
2.4. Acceptance and Acceptance Testing
Deliverables resulting from this solicitation will be accepted based in part on satisfaction of the identified Section 508 standards’ requirements for accessibility and must include final test results demonstrating Section 508 compliance.
Deliverables should meet applicable accessibility requirements and should not adversely affect accessibility features of existing EIT technologies. The Government reserves the right to independently test for 508 Compliance before delivery. The Contractor shall be able to demonstrate 508 Compliance upon delivery.
Automated test tools and manual techniques are used in the VA Section 508 compliance assessment. Additional information concerning tools and resources can be found at http://www.section508.va.gov/section508/Resources.asp.

Notes:
1. SEWP-The terms of the SEWP contract require delivery within 30 days of receipt and processing of the Delivery Order at the SEWP BOWL, otherwise known as the NASA SEWP Program Office. If customer requires and alternate delivery schedule, cite this schedule in Section B of the contract.
2. Federal Supply Service (FSS)-The terms of the FSS contract apply. If customer requires and alternate delivery schedule, cite this schedule in Section B of the contract.
3. For other contract vehicles, cite the delivery schedule in Section B of the contract.
INFORMATION SECURITY CONSIDERATIONS:
The Assessment and Authorization (A&A) requirements do not apply and a Security Accreditation Package is not required.
All VA sensitive information shall be protected at all times in accordance with local security field office System Security Plans (SSP’s) and Authority to Operate (ATO)’s for all systems/LAN’s accessed while performing the tasks detailed in this Product Description.

This is not a Notice of Solicitation.
Department of Veterans Affairs (VA) intends to release a Request for Proposal (RFP) to establish a firm-fixed-price contract for the purchase of Contractor-provided software maintenance license of brand name software a period of performance of one year, to include four option years.
The attached Appendix A reflects the active list of covered components as covered by the previous contract. This list is subject to change but accurately represents the government’s current requirement.
Based on market research results, the RFP may be made available on FedBizOpps. It is the responsibility of interested parties to regularly monitor https://www.fbo.gov for updates. The government will not provide hard copies of the solicitation once issued. Interested parties are responsible for monitoring the website and downloading the solicitation, its attachments, and any amendments from the internet site identified above when/if issued. All information regarding the procurement is provided herein, and no additional information shall be provided at this time.
