National Teleradiolgy Program (NTP) PACS Workstations Control Number: TAC-18-50996

Justification for Other than Full and Open Competition Coordination Matrix

{/ConcuyNon-Concu r

National Teleradiology Program - PACS Monitors Control Number: T AC-18-50996

JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

1. Contracting Activity: Department of Veterans Affairs (VA) Office of Procurement, Acquisition, and Logistics Technology Acquisition Center 1701 Directors Blvd Austin, TX 78744

2. Description of Action: This proposed action is for a firm-fixed price delivery order to be issued under the National Aeronautics and Space Administration (NASA) Solutions for Enterprise-Wide Procurement (SEWP) V Government-wide Acquisition Contract (GWAC) for brand name Barco diagnostic monitors with a five year warranty and Barco's medical brand premium Quality Assurance (QA) software.

3. Description of the Supplies or Services: VA National Teleradiology Program has a requirement for fifty-one brand name Barco diagnostic monitors with a five year warranty and Barco's medical brand premium QA software licenses (one per monitor), with the option to purchase up to an additional fifteen Barco diagnostic monitors and QA software licenses. The Barco monitors provides diagnostic quality and consistent display of radiology images that is necessary for the radiologist to make an accurate diagnosis. The premium QA software licenses allow for centralized monitor calibration, extended QA features, and email notifications when a QA test fails. The software licenses are installed on the workstations connected to the Barco monitors. The optional quantity is provided as a contingency in case additional radiologists are hired for an anticipated additional reading center, which would require additional PACS workstations. The period of performance for the purchase of additional Barco monitors and software licenses would be within 12 months of contract award.

4. Statutory Authority: The statutory authority permitting an exception to fair opportunity is Section 41 U.S. C. 4106( c) as implemented by the Federal Acquisition Regulation (FAR) Subpart 16.505(b)(2)(i)(B), entitled "Only one awardee is capable of providing the supplies or services required at the level of quality required because the supplies or services ordered are unique or highly specialized".

5. Rationale Supporting Use of Authority Cited Above: Based on market research, as described in section 8 of this document, it was determined that limited competition is viable among authorized resellers for the integrated workstation that includes brand name Barco monitors and software. The National Teleradiology Program (NTP) has an existing infrastructure for their existing 90+ diagnostic/medical PACS workstations across VHA. All NTP PACS workstations have a Barco Coronis 6 megapixel diagnostic display with integrated QAWeb image stabilization/quality control software that is used to monitor/manage all systems across NTP. Only brand name Barco diagnostic displays will be comptable and interoperabe with the existing Barco monitor calibration infrastructure and provide a single support interface for NTP-wide image quality/diagnostic monitor QA reporting for The Joint Commission compliance. This is a

National Teleradiology Program - PACS Monitors Control Number: TAC-18-50996 critical VA functional requirement. Furtermore, no other brand name monitor can meet VA's form, fit and function requirement. Specifically, using another brand name monitor will not be able to connect and function in the exsiting calibration infrastructure. In addition, on the clinical end-user side, diagnostic monitors across NTP must provide a consistent image presentation so that the contrast, resolution, brightness, color rendering and luminance matching from workstation to workstation is as consistent as possible. This ensures that there is a consistent image presentation from workstation to workstation so that the monitor viewing characteristics are as uniform as possible across NTP to accurately and efficiently provide Veterans health care. As there can be slight variations with different monitors in terms of contrast, resolution, brightness, color rendering, and luminance, Barco monitors will ensure consistent image presentation.

Support staff can only ensure consistent presentation from one system to another if additional Barco Coronis monitors and QAWeb are procured. This is a VA functional requirement that can only be met by Barco monitors. QAWeb is proprietary to Barco and only monitors manufactured by Barco seamlessly interface with the QA software and the associated enterprise quality control system. This QA software ensures that the monitors remain in compliance for diagnostic interpretation and alerts appropriate personnel if the monitor fails a diagnostic check. There is no other brand name software that can function with both the brand name Barco monitors and the exsiting calibration infrastructure and exisiting software. This is due to the properitary elements of the inf rastru ctu re.

6. Efforts to Obtain Competition: Market research was conducted, details of which are in the market research section of this document. This effort did not yield any additional sources that can meet the Government's requirements. The program office will review future requirements to determine if competition is available. It was determined, however, that limited competition is viable among authorized resellers for this brand name hardware. In accordance with FAR 5.301 and 16.505(b)(2)(ii)(D), this action will be synopsized and the justification will be made publicly available on the Federal Business Opportunities Page. Also, in accordance with FAR 16.505(a)(4)(iii)(A)(2), this justification will be provided with the solicitation to all contract awardees on the NASA

SEWPVGWAC.

7. Actions to Increase Competition: The Government will continue to conduct market research to ascertain if there are changes in the marketplace that would enable future actions to be fully competed.

8. Market Research: Market research has been conducted in April 2018, where Government technical experts reviewed similar hardware products and software to ascertain if other brands could meet VA's requirements. Specifically, the Government's technical experts conducted web-based research for similar brands, i

Only Barco or an authorized reseller, can provide monitors and integration with calibration software that is compatable and interoperable with NTP's currently installed PACS workstations that are outfitted with QAWeb, so the systems can seamlessly integrate into NTP's infrastructure. Further market research was conducted by Government representatives in May 2018 by utilizing the NASA

SEWP V Provider Lookup Tool and identified several contract holders who were potential sources for the items. As a result, there is reasonable expectation that limited competition exists on the NASA SEWP V GWAC for Barco brand name items.

9. Other Facts: None

10. Technical and Requirements Certification: I certify that the supporting data under my cognizance, which are included in this justification, are accurate and complete to the best of my knowledge and belief.

Fair and Reasonable Cost Determination: I hereby determine that the anticipated price to the Government for this contract action will be fair and reasonable based on a comparison to the independent Government Cost Estimate and other SEWP prices.

12. Procuring Contracting Officer Certification: I certify that this justification is accurate and complete to the best of my knowledge and belief.

Approval

In my role as procuring activity Advocate for Competition, based on the foregoing justification, I hereby approve the acquisition of brand name Barco diagnostic monitors with a five year warranty and Barco's medical brand premium QA software, on a limited competition basis pursuant to the statutory authority cited in paragraph 4 above, subject to availability of funds, and provided that the property and services herein described have otherwise been authorized for
