Q&A

TeamService Responsible for providing answersRequisition NumberQUESTIONSANSWERS
BHTMResponse Submission1. Please clarify file naming structure. Examples throughout the instructions lack the special character punctuation (i.e. “-“ and “,”) that is specified in section 7.3.3.Please do not use "-" or "," when listing out the PO/Requsition number in the file name
BNAC-HTME Team BConsolidation Schedule of Milestone datesWhy has the schedule deviated after the pre-solicitation notice indicated both Team A and B would be aligned? The wrong Team B schedule was initially posted. It has always been intended to have Team B have a shorter schedule, with more frequent Consolidations.
BNAC-HTME Team BConsolidation Schedule of Milestone datesWhy is there a 2 week decrease in timeframe for vendors to submit quotes, given also a week delay in releasing the RFQ?Due to the minimal requirements for February, the loss in time will not have a significant impact and vendors still have ample time to prepare their quotes.
BNAC-HTME Team BResponse SubmissionShould all quotes be submitted at once using Matrix and required forms?Yes
BNAC-HTME Team BResponse SubmissionOn then individual Pos is there a contact we should be referencing or just the listed facility? No contact, list facility
BNAC-HTME Team BResponse SubmissionRegarding multi-unit discounts, the Instructions for Offerors states the following:
3.2 Multi-unit discounts shall be nationwide, and based on the total number of line items purchased from this RFQ.
3.3 Multi-unit discounts shall be applied by equipment modality for the entire consolidation.
The above two phrases seem to conflict with each other. Could you provide clarification on whether multi-unit discounts shall be applied by (a) the total number of awards by specific modality in the entire consolidation, or (b) by the total number of awards for all modalities combined in the entire consolidation? This is the same language as in the past Consolidations and it is referencing that the multi-unit discounts are applied by equipment modality (total line items for that modality); for all of the VISNs that are purchased and not confined to certain locations.
BNAC-HTME Team BResponse Submission1. The NAC has solicited feedback from vendors regarding current lead times for deploying a Portable X-Ray to VAMCs as the VA is dealing with COVID-19 emergencies. Will this information be used as evaluation criteria when making selections? No
BNAC-HTME Team BResponse SubmissionSection 2.8.g states, “No travel expenses for any VA employees will be included in any HTME equipment or training order.” Redacted benchmark quotes however do show travel and training included in the offering (i.e. 644-B08014 XR US). Knowing that education will be purchased at the time of need, will NAC be requiring a change to all training quotations to assure that travel, per diem, etc. is no longer grouped into the training quote? If not, that inclusion of travel related benefit does become a selection criterion. How will the NAC ensure such offerings do not factor into the station’s evaluation for selection?Although the NAC will not award this training along with the equipment, it is imperative that the customer is informed that this training is available. Vendors must demonstrate that they can provide any required off-site training, therefore off-site training should be quoted as an optional item. Off-site training will be purchased at the time of need via a modification (if the original order remains open) or via a separate order. No travel expenses for any VA employees will be included in any HTME equipment or training order.

Technical training information to include detailed information about the curriculum and length of the biomedical technical training required for each equipment type.

BNAC-HTME Team BConsolidation Schedule of Milestone datesWill the Milestone dates for Team B be adjusted/extended since the Solicitation was delayed in being posted from 3/25/20 to 3/31/20?No, milestones remain as posted.
BNAC-HTME Team BInstructions to OfferorsPer the Instructions to Offerors: 1)There are 2 Main folders, Information and Quotes-Workups-Matrix. 2) Information folder contains subfolders for each equipment type.

What was provided: 1) There are 3 Main folders, 6550, Information, Quotes-Workups-Matrix. 2) Information folder does NOT contain any subfolders

Should we create equipment subfolders in the Information folder? Should the 6550 form be saved in both the 6550 and Information folders? The folders zip file will be corrected via Amendment 00001
BNAC-HTME Team BInstructions to OfferorsPlease note that in the Instructions to Offerors, the address for overnight deliveries is referencing the Sept 2019 ConsolidationA corrected Instructions of Offerors will be provided via Amendment 0001
BNAC-HTME Team BResponse SubmissionDue to service impact of COVID-19, mail and Fedex seem to be experiencing delays. Would the NAC consider other options to submit responses, such as email? If our submission is late due to unforeseen delays with mail/Fedex, will there be a grace period for submission receipt?Sending in a CD with the quotes is still going to be the same process as always. Someone will pick up the quotes from the facility in the event that the stay-at-home is still in place. If there is an issue with delays, we will deal with that when the time comes, however, trying to overnight something on the 28th to get there on the 29th would be advised against.
BNAC-HTME Team BResponse SubmissionCan you please confirm the VA/National Acquisition Center at address listed for overnight deliveries is open for receipt of Fedex deliveries.Yes, it is open.
BNAC-HTME Team BResponse SubmissionFedex states they have suspended Signature Required for most shipments. If we are unable to get a signature, who should we contact to confirm receipt of our submission?Consolidation Manager, Michael Kuchyak
BNAC-HTME Team BResponse SubmissionHave you thought about how you will receive the consolidation packages with COVID restrictions?Someone will pick up the quotes from the facility in the event that the stay-at-home is still in place. There will not be someone in person at the facility from the NAC HTME Ordering.

Cardiac CT and cardiac nuclear medicine studies are stored in the McKesson Radiology PACS. If there is an option to query/retrieve from the Radiology PACS, the VA Maryland would like that to be included. Electrocardiograms are stored in GE MUSE. If vendors have an available integration with MUSE, the VA Maryland would like that included as well. Vascular ultrasounds will not be included.

4. The primary servers will reside in Baltimore. The client must be accessible in both Perry Point and Baltimore.

5. Yes, Perry Point and Baltimore share a VistA instance

6. Yes, approximately 17,500 studies (7,600 GB)
