Questions and Answers

Requisition NumberQUESTIONSANSWERS
N/AIn both Team A & Team B Instructions to Offerors the Attention line in the address is the same. Can you please confirm that if we are responding to both Team A & Team B opportunities that we should have 2 separate CDs. Can they be mailed together and just reference Sept 2019 Consolidation or do we need to mail separately and reference Team A or B in the Attention line? Please submit two CDs, one for each team consolidation. Include the following: Team A - Iliana Jorge and Team B - Michael Kuchyak
N/AIn Section 2.0 Offers, 2.8, in the Information folder it requests the Federal Information Processing Standard (FIPS) 140-2 certification. How imperative is it that this certification is included at this time with the consolidation bid? We do not have a FIPS 140-2 certification for RT LINAC or any other sub-systems in the solution. Acquiring this certification could take up to a year plus investments. This requirement is only for use of wireless functionality. This requirement does not apply if equipment does not use wireless technology.
N/A•Is the FIPS 140-2 Certification required for LINAC submissions? It was not a requirement of the BPA.FIPS 140-2 is a requirement for any wireless communication between medical device and VA network
N/AThe Generic benchmarks take a lot more time than the Vendor benchmarks and many will require additional work once the questions are answered. Once the questions are answered, we may need to revise the quote, the vendor matrix and the vendor spreadsheet for each line that has a question. Given the current timeline, we really need at least four weeks from the time the questions are answered and to when final offers are due to the NAC. GE Healthcare is requesting a Due date extension, for the September 2019 Consolidation Team A, to January 29. The extension will allow time to properly answer the generic benchmarks and respond with a compliant offer after vendor questions have been answered.Consolidation schedule has been updated and uploaded. Deadline for Vendor to submit quotes to NAC has been moved to 1/22/2020.
N/APlease provide guidance on how we should respond to generic benchmarks when the answer to a question may change the original matrix. Will you provide a new Matrix or should we note the change in our comments?Benchmark quotes do not require a compliance matrix responses. Technical Specifications will required a compliance matrix to be part of the response and if questions change the technical specifications updated technical specifications and corresponding compliance matrix will be provided in the amendment.
N/AConfirming that for Team A Consolidation Bid that the Compliance Matrix Spreadsheets are not required/applicable as stated in Section 4.4.1. Compliance Matrix SpreadsheetsCompliance matrix spreadsheets are required for those requirements utilizing technical specifications in leu of benchmark quotes.
N/AOn beta.sam.gov website it says Offer Due Date is Jan 14, 2020 but on Consolidation – Team A instructions it says Jan 15, 2020. Which is correct date/time?Consolidation schedule has been updated and uploaded. Deadline for Vendor to submit quotes to NAC has been moved to 1/22/2020.
N/A•The LINAC category is missing from the response folder structure, should we add it or use another one?
Please add it.
N/A•When responding with an alternate to the specifications requested, can we schedule time to present the alternate offering to the requestor?Presentations during technical evaluations are scheduled by the station and contracting if needed. If one vendor is allowed a presentation during technical evaluation then all vendors that bid on that item are allowed the same opportunity.

442B90025• 800 lb table patient weight is excessive. The probability of even using a table with an 800 lb patient is low. Suggest lowering the spec to 650 lbs and allowing vendors to stated they exceed the minimum requirement with whatever weight their table holds.

• “Minimal footprint” – Suggest removal. Spec is too general. The requirement to have a typical drawing will allow the site to determine what footprint works best for them.

• “Grids and grid caps in various foci and radius”. The responses to this requirement will be very hard to evaluate “apples to apples”, as vendor A may provide 10 grid and grid cap combinations while vendor B may only provide 2 combinations, which will result in the value proposition not being evaluated equally.

• 24 inch acquisition workstation minimum requirement is unduly restrictive and overly specific. Request lowering to 20” and allowing those who exceed the spec to respond as such.1. Will lower the specification to 650lbs. 2. Will remove "minimal footprint". That must have not been deleted before sending out. 3. Will specify grid requirement to 72” 13:1 ratio, 57” 10:1 ratio and 40” 13:1 ratio wall stand grids (3); 14x17in 6:1 ratio wireless detector grid (1); 40’ 12:1 ratio grid (1) 4. Will move acquisition monitor size to 20" but keeping processing workstation at 24".

595B99012• “Maximum 2nd Wireless detector size” of 16”x16” is unduly restriction. Most vendors other than GE make a 14”x17” wireless detector or a 17”x17” wireless detector. Request max 2nd detector size be changed to a more standard 14”x17” minimum specification and let vendors exceed the minimum.
• Minimum specs state minimum patient weight of 550 lbs, but additional specifications state the table has to be bariatric. Does this indicate the customer wants a bariatric table or a standard table with a minimum patient weight of 550 lbs? Bariatric tables usually have a much higher weight limit and are wider. Please clarify.Changed the specs for 2nd detector to 14”x17”

Either would be fine. As long as the table holds a minimum of 550lbs.

595B99012Requirement N states the tube mount should be floor mounted. Is that accurate? It seems like they want full functionality (dual energy, etc.), which can be done, but not as efficiently as with an OTC.Changed to ceiling mounted per previous information.
