About this file
This document is a Justification and Approval for Limited Source (Sole Source) memorandum for Wi-Fi services at Fort Leonard Wood. The 368th Training Squadron (368 TRS) seeks to procure a Commercial Internet Service Provider (C-ISP) from Boingo Wireless for internet access in dormitories 1723, 1724, 1725, and 1727, supporting over 4,000 joint students and 400 Apple iPad Pro tablets used in technical training courses. Market research identified Boingo as the only vendor with existing infrastructure capable of providing wireless commercial internet service with appropriate encryption and content filtering.
The total contract cost is $100,980.00, with the justification citing Boingo's existing infrastructure in USAF dormitories, ability to meet specific administrative requirements, and support for training standards across four different career fields. The statutory authority for sole source procurement is 10 USC 234(c), and the 368 TRS will evaluate alternative providers at contract renewal. The solicitation indicates an anticipated award date of 18 MAR 2025, with responses due by 10:00 AM on 17 MAR 2025, and the contract will be administered by the 82d Contracting Squadron at Sheppard AFB, TX.

DEPARTMENT OF THE AIR FORCE
AIR EDUCATION AND TRAINING COMMAND
13 March 2025
MEMORANDUM FOR 82 CONS/PKA
FROM: 368 TRS/CC
6007 Cooley Ave, Bldg. 1703 Fort Leonard Wood MO 65473
SUBJECT: Justification and Approval for Limited Source – Boingo Wi-Fi
1. Description of the Supplies/Services: The 368 TRS, Fort Leonard Wood, MO, purchased 400 (for AiTs and instructors) Apple iPad Pro tablets and Apple ancillary support equipment to support all Apprentice and Supplemental courses in the 368 TRS. The tablets support over 4,000 joint students annually, allowing the 368 TRS to incorporate student interactive learning fully.
The Grounds Transportation, Pavements & Equipment, Engineering and Emergency Management Apprentice, and supplemental courses with over 2,000 students per year use the tablets to incorporate timely Career Field Managers changes and support student-centered learning environment with the industry's best interactive training tools. This requirement aims to provide a Commercial Internet Service Provider (C-ISP) for technical training use. These connections will maintain physical and logical separation from DISN/AFNET, deny access to prohibited sites, ban users from engaging in prohibited activity, and MUST configure wireless technologies to Wi-Fi Protected Access version 2 (WPA2) encryption. 368TRS requires a service contract for internet access to dormitories 1723, 1724, 1725 & 1727.
2. Efforts to Obtain Competition: The 368 TRS/TRR Flight Chief has researched and spoken with IT professionals across Sheppard AFB, Fort Leonard Wood Army Post, and Boingo already has existing service on Fort Leonard Wood and in the USAF Dormitories. Initial market research yielded two large businesses as possible sources for this requirement. Cable America (Sparklight), the local ISP/cable company, and Boingo Wireless, Inc., a telecommunications company, provide Wi-Fi, digital antenna systems (DAS), and small cells of wireless networks throughout the country, including military installations. Boingo Wireless has existing infrastructure and networking devices installed in the dormitories on Fort Leonard Wood. Boingo has a contract/agreement with AAFES and is available at over 50 installations.
3. Market Research: The market research was solely conducted by the TRR Chief, Resource Advisor and the Training Manager, we’ve used majority of the information that was gathered.
Manufacturer/Cost: $100,980.00 Address: Boingo Wireless, S660 Midwest Road, Suite 100, Oakbrook Terrace, IL 60181
4. Other Factors: IAW FAR 6.302, the statutory authority permitting other than full and open competition for this acquisition, is 10 USC 234 (c). Boingo Wireless has existing infrastructure in barracks and dormitories at Fort Leonard Wood Army Post. Boingo Wireless is the only vendor that can supply wireless commercial internet service to Fort Leonard Wood with existing infrastructure and the ability to offer wireless networks with the appropriate encryption rating and content filtering. The 368 TRS has performed research and determined that Boingo is the only brand that can meet the requirements for 368 TRS faculty admin control, agile adaptability, and no reliance on outside manpower and resources. Current course training standards require the 368 TRS courses to prepare students to meet the mission demands of four different career fields. Therefore, for the 368 TRS to accomplish its training mission, the purchase of a full solution locally administered and managed is required to meet the performance standards for the myriad needs of the four ever-changing AFS technical training standards.
5. Actions to be taken to preclude the necessity for future brand name acquisition: The 368 TRS will be required to keep a C-ISP and will evaluate what options are available at the time of renewal to see if any other companies have pre-existing infrastructure.
6. Technical/Requirements Personnel Certification: As evidenced by the signature below, the technical/requirements personnel have certified that any supporting data contained herein, which is their responsibility, is both accurate and complete.
