About this file
This document is an Amendment to Solicitation (Amendment No. 01) for a Fermilab contract to fabricate seventy-two (72) WR1150 waveguides. The solicitation, issued by the Department of Energy's Fermi National Accelerator Laboratory, seeks waveguides with specific technical requirements including operating frequency of 650MHz ±5MHz, power handling of 70kW CW, CPRF WR1150 flanges, 0.25" wall thickness, ability to withstand up to 5psig internal pressure, and a length of 6 meters. The amendment addresses vendor questions regarding waveguide length, flange specifications, pressurization, and packaging requirements.
Key dates for the solicitation include an original issue date of March 27, 2025, an amendment date of April 15, 2025, and a proposal due date of April 21, 2025. The procurement is unrestrictive, with a North American Industry Classification System (NAICS) code of 334419 and a small business size standard of 750 employees. Vendors are required to submit a two-part proposal including a Technical Proposal and a Business/Management Proposal, with evaluation criteria covering technical merit, delivery requirements, management control plan, and past project experience. The contract will be awarded on a firm-fixed price basis, with payment issued upon delivery, inspection, and acceptance of the waveguides.

AMENDMENT TO SOLICITATION
AMENDMENT NO. 01 DATE OF AMENDMENT: April 15, 2025 SOLICITATION NO. 367353-RK DATE ISSUED: March 27, 2025 PROPOSAL DUE DATE: April 21, 2025 TITLE OF PROJECT: Fabrication of WR1150 Waveguide Bidders must acknowledge this Addendum prior to the hour and date set forth in the solicitation by one of the following methods:
1. Immediately upon receipt of the amendment via email to the FFDG Procurement Specialist.
2. Return the Amendment with a signature on the acknowledgment signature line.
3. In the Offeror’s Proposal Letter that accompanies an Offeror’s proposal.
If by virtue of this Addendum, you desire to change a bid already submitted, such change may be made by email or letter, provided such email or letter makes reference to the Solicitation and this Amendment and is received prior to the time set for opening.
Questions and Answers
1. The request is for WR1150 with 6 meters length; however, the maximum length we can supply is 12 feet (3.6 meters) or less and we'd like to know if that would be acceptable?
On the other hand, shorter lengths would be better for twist, installation, pressurization, and can be coated.
o For this application, this is not acceptable, it is critical that there are no captured flanges where this equipment is to be installed.
o It may be worth mentioning that we will have a significant amount of shorter (>12ft) waveguide procurements in the future, to prevent the discouragement of bids in the future.
2. Could you clarify if the CPRF WR1150 flange you're looking for is flat, like the ones used in the past? If you want these to be able to handle 5PSI we believe you would want a gasket built into at least one flange of each piece. Please confirm?
o Yes we are looking for flat CPRF flanges on both sides. The upstream and downstream connections will accommodate the gaskets.
3. Even with 0.25” wall plate, we know that WR1150 will deflect if 5PSI is applied to them.
One option would be to weld gussets around the WG at periodic intervals to minimize deflection. Is this of interest?
o Both options are of interest, reasonable deflection is acceptable. If required to meet the 5psi specification, the gussets cannot exceed the outer flange dimensions. This will be installed into a horizontal penetration with a limited size envelope.
4. Drawing F10231478_19SEP2024 is mentioned in the document, could you provide it?
o See attached Exhibit G
5. Regarding packaging, are there any special requests or is it ok to ship on a skid?
o There are no special requirements for the packaging. As long as the equipment will not be damaged in the shipment Our preference is for shipment to be protected from the weather via mean of being crated, shrink wrapped or bagged.
If the equipment is shipped on pallets, the pallets should not allow deflection of the equipment via a standard forklift.
