About this file
This is Addendum No. 1, issued on October 20, 2025, for a construction services request from the Livingston County Land Bank Corporation for renovations of a single-family home located at 36 South Street in Leicester, New York. The addendum provides clarifications and answers to bidder questions regarding the renovation project. Key clarifications include that the project is not subject to prevailing wage rates and that all work must be completed by May 1, 2026, superseding any previously stated completion timelines. The addendum addresses three primary technical concerns: asbestos abatement procedures, septic system inspection requirements, and kitchen floor leveling alternatives. For asbestos work, a NYSDOL-licensed asbestos contractor must perform all removal of asbestos-containing materials in compliance with applicable federal, state, and local regulations, with OSHA air monitoring requirements managed by the contractor and independent third-party air monitoring conducted by an asbestos consultant retained by the Land Bank.
Regarding the septic system, the contractor must hire a qualified septic inspector to conduct a comprehensive inspection including wastewater plumbing verification, hydraulic load testing with 250-600 gallons of water, septic tank pumping and interior examination, and visual inspection of the leaching area, with a completed inspection report to be provided upon completion. For the kitchen flooring concern, the addendum directs contractors to disregard previous notes about floor leveler and instead submit alternative leveling options including floor joist stiffeners, adjustable column supports in the basement, and horizontal bracing to address floor unevenness without causing wall cracks, followed by installation of single-layer LUAN plywood underlayment before adding flooring. The contract is a lump sum bid procurement with Minority/Women Business Enterprise contracting goals of 20 percent for MBE and 10 percent for WBE.

Request for Construction Services for Livingston County Land Bank Corporation:
RENOVATIONS OF A SINGLE-FAMILY HOME AT
36 SOUTH STREET, LEICESTER, NY
Addendum No. 1
10/20/25
This addendum is being issued to provide information to potential bidders. The following information applies to the bid process of this contract:
CLARIFICATIONS:
1. The project is not subject to prevailing wage rates.
2. Disregard the number of days for completion.
All work shall be completed by May 1, 2026.
QUESTIONS
1. What is the asbestos abatement procedure, and will they be required to monitor the whole time or just while removing the asbestos?
The Contractor shall be responsible for the removal of all asbestos containing material
(ACM) impacted be the renovation. Any disturbance of ACM shall be conducted by a
NYSDOL licensed asbestos contractor in accordance with all applicable federal, state and local codes, rules and regulations including, but not limited to, 12 NYCRR Part 56
(NYSDOL Code Rule 56), 40 CFR Part 61 (USEPA NESHAP), and 29 CFR 1926.1101 (OSHA
Asbestos Exposure in Construction). The Contractor shall be responsible for compliance with OSHA air monitoring requirements. NYSDOL required asbestos air monitoring will be conducted in accordance with regulations by an independent 3rd party asbestos consultant retained by Livingston County Land Bank.
2. How should the septic be inspected?
Hire a qualified inspector of septic systems to come into the home and check the entire system. This begins by checking the wastewater plumbing to see that all wastewater (including “grey water”) is directed to the septic system by checking all the plumbing fixtures with running water. Also check to see that the sump pump, gutter drains, and other ground water sources are directed away from the septic system.
A good inspector will perform a “hydraulic load test” where they run between 250 and
600 gallons of water through the system to see how the system responds to a day’s worth of water usage. The inspection company will pump out the septic tank(s) to complete the septic inspection and open the septic tank to check the baffles, condition of the tank, and water level in the tank. They will also do a visual above ground inspection of the leaching area. After the inspection has been completed the inspection company will send out a completed septic inspection report.
3. There was a comment regarding the vinyl flooring in the kitchen, pouring leveler there would make it pool towards the dining room. There were concerns about extra weight being added here, as the floor is already uneven. Additionally, there were concerns about the vinyl not fitting to the floor due to the bow in it. Wondering if we can address alternatives here.
• Yes, we are open to alternatives here, so disregard any notes regarding floor leveler.
• Remove existing kitchen floor.
• Submit alternative leveling options including floor joist stiffeners, adjustable column supports in basement, and horizontal brace to potentially level floor without cracking existing walls.
• Add single layer LUAN plywood underlayment, then add flooring.
