About this file

This is a Notice of Intent to Award issued by the Oregon Department of Transportation (ODOT) dated March 13, 2024, for Background Check Services under RFP/Bid Solicitation Number S-73000-00008309 (PCMS RFP #35925). Advanced Reporting, LLC has been selected as the top-ranked firm for contract negotiations to provide Personal Services as specified in the RFP. Kristopher McDonald is designated as the ODOT Project Manager and will serve as the primary contact for negotiation of the statement of work (SOW), schedule of performance, and costs. The negotiation timeline establishes multiple milestones: ODOT PM will initiate a work session within 5-10 business days of the notice; the Consultant must respond with SOW comments within 5 days; ODOT PM will respond to comments within 3 days; the Consultant must submit billing rates within 5-10 business days of the final ODOT scope; and ODOT PM and OPO will respond to the Breakdown of Costs (BOC) and negotiate within 5-10 business days. Overall negotiations are anticipated to be completed within the established schedule, with legal sufficiency review occurring within 15-20 business days, signature routing and execution within 6-8 days thereafter, and a Notice to Proceed (NTP) issued one day after contract execution. No work is authorized until the contract is fully executed and the Consultant receives written NTP from the ODOT PM.

The contract requires Advanced Reporting, LLC to demonstrate subcontractor utilization to meet the Disadvantaged Business Enterprise (DBE) goal set forth in the RFP. Award submittal requirements include billing rate information, Breakdown of Costs, Certificates of Insurance, COI Disclosure, Responsibility Inquiry form, Business Registry Number, and Committed DBE Breakdown & Certification Form(s). ODOT prefers payment via ACH direct deposit for ongoing monthly payments and recommends the Consultant make reasonable efforts to offer ACH direct deposit to subcontractors. A protest period for competing proposers began on the date of this notice and extends until 4:00 p.m. on March 20, 2024; protestors must demonstrate they were ranked higher than the selected proposer and that higher-ranked proposers are ineligible for selection.

Direct Deposit via Automated Clearing House (ACH). For Consultants that receive ongoing monthly payments from Agency on one or more contracts or work orders, Agency prefers making Consultant payments via ACH direct deposit. While not required, if Consultant has not previously authorized ACH direct deposit and would prefer ACH to expedite transfer of payments after invoices are approved, Consultant must complete a Vendor ACH Authorization form and submit to Agency per the instructions on the form. To expedite Consultant’s payments to its subcontractors, if applicable, Consultant should make reasonable efforts to offer ACH direct deposit payments.
