About this file

The document is a Question & Answer for the Oregon Highway Plan Update RFP No. S-73000-00009331 / PCMS RFP #35907 issued by the state of Oregon. The RFP requests proposals for updating the Oregon Highway Plan. The proposal must not exceed 15 pages, excluding the cover sheet, tabs, and indexes, unless those tabs and indexes contain substantive text, in which case they will count towards the page limit. The state has clarified that tabs and indexes without substantive text are excluded from the page limit.

The RFP does not appear to provide any additional details on pricing terms, set asides, incumbent contractors, funding requirements, or other salient information beyond the page limit and treatment of tabs and indexes in the proposal submission.

Question & Answer 05.14.2024 Project Title: Oregon Highway Plan Update RFP No. S-73000-00009331 / PCMS RFP #35907

Question: Please clarify if tabs and indexes are allowed as a non-scoring element of the proposal to improve the proposal reviewer’s experience as these two statements conflict with each other:

“The Proposal must not exceed 15 pages, excluding Proposal Cover Sheet (RFP Attachment C), any tabs or indexes” “Any page, partial page, tabs, indexes or table of contents with substantive text, tables, graphics, charts, resumes, etc., will be counted as 1 page.”

Response: As shown in the Question, the 1st sentence of Section 1.5.3b states “The Proposal must not exceed 15 pages, excluding Proposal Cover Sheet (RFP Attachment C), any tabs or indexes….” and the last sentence states, “Any page, partial page, tabs, indexes or table of contents with substantive text, tables, graphics, charts, resumes, etc., will be counted as 1 page.”. However, these 2 sentences are not in conflict with each other. Tabs and indexes are excluded from the page count unless they include “substantive text” (as stated in the last sentence). Therefore, if tabs or indexes (or any page, partial page or table of contents) include substantive text and are part of the Proposal response, they will be counted towards the 15 page limit. If tabs or indexes (or any page, partial page or table of contents) are included and do not contain substantive text as part of the Proposal response, they are excluded from the 15 page limit.
