About this file
This document is a Questions and Answers response from the Oregon Department of Transportation (ODOT) regarding Invitation to Bid (ITB) 73000-00008548/35850 for Utility Locating Services in Region 2. The services encompass electrical utility locating and marking for multiple districts (District 1: 514 tickets; District 2: 980 tickets; District 4: 1,138 tickets; District 5: 668 tickets) and include marking of electrical and fiber infrastructures such as streetlights, highway lighting, traffic signals, and electrical lines on state-owned properties. The contractor will be responsible for locating both aerial (5%) and buried (95%) electrical utilities, including secondary service lines and meters located in various areas including roadsides and intersections. Services include marking streetlights and traffic signals, which are accessed by both vehicle and foot. ODOT established a target contract start date of February 9, 2024, and will not conduct a pre-bid conference or scheduled phone calls with prospective bidders; all questions must be submitted via email to the listed point of contact at least five days prior to bid opening, with answers posted to OregonBuys.
This contract will be awarded as a Labor Hours Contract, not on a per-ticket basis or fixed monthly fee basis. ODOT permits the use of subcontractors to service difficult-to-reach areas, provided all invoices and communications flow through the primary awarded contractor, who maintains full responsibility for all subcontractor work. Insurance requirements are specified in the Sample Contract Exhibit C posted to OregonBuys. The contractor must comply with the Statement of Work detailed in the Sample Contract Exhibit A. ODOT has acknowledged that utilities have been damaged from inadequate locating in the past, though specific damage costs by utility type are not documented. Digital utility maps are maintained by the Region Electrical Manager through IMAP/ITIC/One Call Concepts, and buried electric secondary service lines are not identified on existing electric utility maps, requiring contractors to conduct thorough field locating services.
