ITIPPS – Market Survey Questions and Answers
Contractor Question: Given that ITIPSS will be a consolidation of many existing FAA AIT contracts, is there a particular office in AIT that is leading the overall acquisition?
Government Response: All correspondence should be submitted to the Contracting Office, AAQ-640.
Contractor Question: Given the broad scope of competencies outlined in Objective 2, it’s unlikely that any small business, or even a mid-size large business, would have corporate experience in each of the many sub-areas of the objective. If needing to address the entire scope, most if not all companies would need to submit a team response, which would result in responses being generic, large team descriptions of a full range of IT services. Individual company responses, on the other hand, addressing only relevant portions of Objective 2 for each company, would garner for the Government a better picture of overall industry expertise and capability. The submission instructions are not clear, however. In 8.B.2.e), the Govt asks for “the full range of state-of-the art IT-related technical service solutions as outlined in Objective 2 (reference RFI Section 3.2),” which connotes that submitters should address all sub-elements of Objective 2. However, later in the paragraph, the Govt asks for workforce attributes "for each solution area in which the respondent claims to have relevant expertise,” which seems to give flexibility to answer only in those areas with a particular company’s expertise. Recommend the Govt clarify guidance, asking companies to respond only to those competencies relevant to their expertise, demonstrating their depth in those particular aspects and hence giving the Government a better sense of the type of general and specialized IT expertise that industry can deliver.
Government Response: The FAA will keep the RFI as written. The RFI is intended to solicit information from interested vendor(s) regarding their experience and input as to each solution area in which they claim to have relevant experience.
— Does there Govt desire to read about prospective teaming arrangements from responders?
Government Response: The contractor may identify interests as a potential prime contractor, subcontractor, or in potential teaming arrangements. The vendor should also include a statement regarding their ability to perform the entire scope of the requirement without any teaming arrangement.
— Would the Government clarify the purpose of this market survey? In section 6, the Govt states: “the results of this RFI will be used as one of the determining factors in deciding on the Agency’s acquisition strategy for the procurement.” Yet, in the submission instructions, the Govt does not ask for any recommendations. Recommend the Govt clarify the RFI’s purpose, and if the purpose is in part to help develop an acquisition strategy, recommend expanding the submission page limit to 8 pages total, with the last page reserved exclusively for industry recommended acquisition models and strategy, bolstered by instances across the FAA or Federal Govt where such a model has been executed
Government Response: Please follow instructions as written and address all sub-elements and respond with what is requested for the areas where the respondent has experience.
Contractor Question: We are reviewing information for the ITIPSS opportunity and would like to request clarification on item 3.2.1 (c) – Enterprise Management Framework. Does this mean Enterprise Risk Management Framework or something else?
Government Response: Yes, “Enterprise Management Framework” as referenced in the question above alludes to Enterprise Architecture Management (EAM) Framework.
