About this file
This document is a Question and Answer summary related to two Oregon Department of Transportation (ODOT) Invitation to Bid solicitations: ITB S-73000-00007226/35705 for Glenada Ridge and Yaquina Head Communications Site Builds and ITB S-73000-00007824/35764 for ESB D4 OR34 Stockpile Cleanups. The primary content addresses a bidder inquiry regarding the stockpile cleanup project, specifically concerning the potential installation of a three-inch gravel construction entrance to mitigate track-out and improve truck access to the site in the event of rainfall before project completion. ODOT confirmed it has no objection to the installation of a construction entrance if site conditions warrant it later in the year, though the agency does not currently anticipate such a requirement.
Regarding material disposition, ODOT indicated that if the gravel construction entrance is installed, the material would likely not require removal and may be retained for future use as an improved site entrance. This response clarifies the contractor's potential obligations and reduces uncertainty regarding restoration requirements upon project completion. The Q&A document demonstrates ODOT's collaborative approach to addressing site-specific conditions and contractor concerns during the bidding phase for these infrastructure projects.

Glenada Ridge and Yaquina Head – Comm Site Builds
Questions and Answers #1
ITB S-73000-00007824/35764
ESB D4 OR34 Stockpile Cleanups
Question 1: “I looked at the site for the stockpile cleanup. If the rain comes before this work is completed, I suggest installation of a 3” gravel construction entrance to prevent track out and create easier access for the trucks. Do you see any issues with this? If not, would we be required to remove this material as well, or would ODOT like to keep the gravel for a better entrance in the future?”
Answer 1: ODOT has no issue with the installation of a construction entrance if the site requires it later in the year, but we are not anticipating it. If installed, the material would likely not need to be removed.
