About this file

This is a Questions and Answers document for a Mini-RFP issued by the Oregon Department of Transportation (ODOT) regarding the Josephine County Bridge Bundle, Bid Solicitation Number S-73000-00007483. The document addresses clarifications on evaluation criteria for consultant selection. Two key questions were submitted regarding the composition of required key staff and the potential reordering of evaluation criteria. ODOT clarified that proposers must provide resumes for a Project Manager and three specific key staff disciplines—Environmental, Roadway, and Traffic—and cannot substitute these with other discipline areas such as hydraulics. Additionally, ODOT declined to reorder the evaluation criteria from the Mini-RFP structure, requiring proposals to address evaluation items in their original sequence: Specific Experience of Key Staff, Understanding of Requested Services, Approach, Local Presence, and Project Samples.

The document does not contain information regarding pricing terms, set-asides, contract duration, or funding sources. As a Q&A document, it serves as clarification material for prospective proposers and does not establish financial parameters or contract conditions. The responses indicate ODOT's intention to maintain strict compliance with the established evaluation framework and staffing requirements outlined in the original Mini-RFP solicitation.
