About this file
This document is an Amendment to Solicitation for a federal contract opportunity to replace the variable refrigerant flow (VRF) HVAC system on the 3rd floor of the Heavy Assembly Building (HAB) at Fermi National Accelerator Laboratory in Batavia, IL.
The amendment revises the proposal due date and provides responses to 13 questions submitted by subcontractors, covering topics such as fire alarm system modifications, cubicle relocations, ceiling grid and tile specifications, floor protection requirements, and training. It confirms that the existing Daikin control system can be removed, and provides details on the location of the existing Metasys controller. The solicitation is being advertised as a Small Business Set-Aside with a Lowest Price Technically Acceptable (LPTA) source selection. A pre-proposal meeting and site visit are scheduled for June 18, 2024. The contractor will be responsible for protecting existing surfaces and furnishings during construction.

QUESTIONS/RESPONSES
1. Subcontractor Question
Per drawing E-002 #12.2.1 All visual devices shall remain synchronized throughout the project. Can all smoke detectors related to the 3rd floor ceiling be removed for construction or will they need maintained protection during the construction process?
FRA Response
Smoke detection can be removed during construction as the 3rd floor is also sprinklered. Notification devices most likely will need to stay in place. The Fire Techs will need to be called to make this disablement.
Please give them ample notice so they have time to remove devices if need be.
2. Subcontractor Question
Will FNAL fire techs assist with the fire alarm panel if the devices are to be temporarily taken out of service?
See response to question #1.
3. Subcontractor Question
Will the cubicles be removed/relocated for the construction project? If so, who is responsible for moving and disconnecting the cubicles?
No cubicles will be removed.
4. Subcontractor Question
Will the entire 3rd floor be accessible for construction at the same time? Can the entire ceiling on the 3rd floor be removed at the same time?
Yes, to both.
5. Subcontractor Question
Can FNAL confirm if there are permanent roof anchors/tie off points permanently mounted on the HAB roof?
There are permanent anchor ties approximately 6’-1 East of column line 3. The attached A-01 drawing from the roof replacement project shows the location (FY CFM Roofing – HAB (323) Roof Plan dated
September 16, 2022.
6. Subcontractor Question
Please confirm that the existing Daikin control system can be removed. Please confirm that there are no existing mechanical units not being replaced that currently operate off of the existing Daikin controller.
The existing Daikin Central Controller can be removed. Only the existing 3rd Floor VRF units and associated condenser units are on this controller.
7. Subcontractor Question
Can FNAL confirm the location of the existing Metasys controller?
The existing Metasys controller is in the 3rd floor electrical closed on the opposite wall as the Daikin

10. Subcontractor Question
What type of floor covering is required for the 3rd floor construction? Who is to provide and install the floor covering?
Plastic sheeting should be placed over any area that work is taking place that could cause debris to fall onto the floor or someone’s cubicle area. This should be the responsibility of the contractor as they are the one who will know exactly where they need to set themselves up at any given moment.
11. Subcontractor Question
Please confirm if any special FNAL training is required for this project?
HAB Training will be required for access to the building. (approx. 1 hour, online)
12. Subcontractor Question
