The three Litton LTN101 IRUs shall be replaced with three GFE Honeywell HG2195 Special Mission Laseref V IRUs. Aircraft navigation certifications must remain equivalent or better than what is currently certified with the LTN101 IRU. The contractor is not required to return the three LTN101 IRUs to the FPO.

There is no requirement for the IRS Mode Select Unit (MSU) to remain operative, but the MSU must be removed if it will be inoperative with the HG2195s installed.

The Triple IRS reversion selectors and functions shall remain unchanged.

The HG2195 “Hybrid” output must function continuously. The Hybrid output is not used by the aircraft systems but is provided and needed by the Flight Inspection System (FIS).

FPO experience has been that “Hybrid” is not continuously available when providing the HG-2195 with both GPS-4000S #1 and #2. Providing a single GPS-4000S does provide continuous Hybrid position output. If the contractor provides only a single input, it shall be from GPS-4000S #1.

4.3 Civil Transponder Requirements

The contractor will replace the existing transponders with Honeywell TRA-100 capable of Low Power and Sensitivity switching for radar flight inspection. Necessary hardware including transponder, control head, personality module, GPS TA-24 receiver, TA-24 connector kit and GPS antenna will be GFE.

The contractor shall provide airworthiness certification for the transponder installation and all functions of a civil transponder including Mode 3A, Mode C, and ADS-B Out. All military capabilities shall provide intended function. The FPO will accept responsibility for military certification requirements after project completion. The FPO may conduct AIMS ground testing concurrent with contractor civil certification ground testing; however, the FPO and contractor must agree to this schedule at least 30 days in advance.

When the military transponder is selected and used, TCAS V7.1 functionality and indications shall remain operational.

4.5 TACAN Nav Source Requirements

The contractor shall install a TACAN receiver capable of selection as a Navigation source on both Pilot Flight Displays (PFD). Airworthiness certification is required for intended function only. The contractor is responsible for providing antenna installation if an additional antenna is required.

4.6 ILS Offset Requirements

October 1, 2019

An ILS Offset Panel and Bus Conditioning Unit (BCU) will be installed for ILS flight inspection operations. The contractor shall provide airworthiness certification and the system must be limited to VMC operation only. The FPO will provide the BCU, ILS Offset Panel, and design data used in other FPO flight inspection aircraft.

Selection of offset must be displayed on the left side PFD. The lateral offset will provide a centered indication when 150 micro-amps left/right of the localizer course. The vertical offset will provide a centered indication when 75 micro-amps below/above the glideslope.

Using the provided BCU will provide the required offset performance. The ILS control panel shall be mounted in a location that provides selection by either pilot and the amber offset indications in the pilot’s primary field of view.

4.7 GLS Nav Source Requirements

The contractor shall install GFE GLU-2100 receiver and provide selection of GLS as navigation source on either Pilot Flight Display (PFD). If GLS channel selection is not integrated into the Pro Line Fusion avionics, the contractor shall provide a means of GLS channel selection. Airworthiness certification is not required for primary IFR navigation.

The contractor is responsible for providing antenna installation if an additional antenna is required.

4.8 Voice/Data Upgrade Requirements

The contractor will install and integrate a GOGO AVANCE L5 system. If a new system is available at the time of installation, it may be used providing it has equivalent or better function and the FPO agrees. The installed system shall function as intended in the GoGo North American operational network.

The contractor shall remove the following components from the INMARSAT system installed when the aircraft was initially certified. This system is currently deactiated.

- Remove SATCOM System Items (SRT-2100 P/N 822-2023-001, Tray P/N 6117-103.

October 1, 2019 later revision, Para 3-4. Issuance of FAA Form 8130-3 for Used Products and Articles Removed from a U.S.-Certificated Aircraft for Installation on Another U.S.-Certificated Aircraft.

FAA Form 8130-3 may be issued for approval for return to service of those products and articles removed from a U.S.-certificated aircraft (under an operating certificate in accordance with part 121 or part 135) for use on another aircraft operated under the same air carrier certificate. The removal and installation of products and articles must be accomplished in accordance with the air carrier’s approved maintenance program or other acceptable methods, techniques, and practices; or FAA-approved/accepted data that is acceptable to the air carrier’s approved maintenance program. The use of FAA Form 8130-3 for this purpose is optional.

Those products and articles removed from a U.S.-certificated aircraft other than those referenced in paragraph 3-4a must have an airworthiness determination made in accordance with § 43.13(a) and (b) by an FAA-approved air agency or U.S. air carrier.

This also includes compliance with applicable ADs, modification status, and total time/cycles for those products and articles as required by §§ 91.417, 121.380, and

135.439. The use of FAA Form 8130-3 for this purpose is optional, but the FAA recommends its use.

5.7 Flight Testing

The contractor may require one or more flight tests for show compliance to meet certification requirements. The contractor shall have full responsibility for conducting all required flight tests. If requested, the FPO will provide a test pilot to act as SIC for some or all flight test activities.

5.8 FAA/FPO Acceptance

FPO will provide the contractor with acceptance QAF criteria at least 14 days prior to expected delivery date.

After the contractor has completed the installation, ground test, flight test, and returned the aircraft to standard airworthiness certificate, the contractor will complete a walk around safety check. Following the contractor’s walk around safety check, the FPO will complete an acceptance QAF. Any aircraft discrepancies relating to Pro Line Fusion components or mission specific equipment added in this project will be the responsibility of the contactor to resolve.
