About this file

This document is a Request for Proposal (RFP) issued by the Oregon Department of Transportation (ODOT) for public engagement and information strategy services for projects along Interstate 84 and the Historic Columbia River Highway between Interstate 205 and Hood River. ODOT is allocating approximately $1 million for this corridor-wide effort and is seeking proposals for managing ongoing public engagement and information work for several specific projects as well as potentially additional future projects. The RFP outlines the authority, overview, and scope of the requested services, and provides details on the procurement requirements, solicitation process, evaluation criteria, award process, and other administrative information. Proposals are due by July 12, 2021 at 3:00 PM PST.

The RFP indicates that ODOT is open to negotiating certain contract terms, but will not negotiate choice of law, choice of venue, constitutional requirements, or federal and state law requirements. The RFP encourages participation of small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity. Pricing will be evaluated after the qualifications-based criteria, and ODOT reserves the right to award less than the full scope defined in the RFP.
