NORTHERN BORDER COORDINATION CENTER (NBCC)

VIDEO WALL SERVER TECHNICAL REFRESH REQUEST FOR INFORMATION (RFI)

STATEMENT OF WORK (SOW)

August 09, 2019

1.0 BACKGROUND

This SOW describes the requirements for a technical refresh for the Video Wall Server at the United States Border Patrol’s (USBP) NBCC Facility at Selfridge ANG, MI.

The current video wall server experiences performance issues due to security requirements and is a labor-intensive system to operate. In support of the goal of retaining the operationally capable Selfridge Video Wall, the optimal solution will be to perform a system technical refresh instead of procuring an overall new system. The Video Wall system is provided as Government Furnished Equipment (GFE). The video wall system consists of 40 monitors, server hardware, audio hardware, and power and control hardware. In addition it consists of 6 external monitors in separate rooms of the facility. The monitors will not be replaced. The video server is hardware that is customized by Activu to integrate with the existing Activu software. The Activu software has remote locations in the Detroit command center that allow an operator to change the size and location of each camera video image within an LCD monitor or across several LCD monitors.

The current system is utilizing Microsoft Windows 8 Operating System (OS); however, the Department of Homeland Security mandated all of its components adopt and transition to Windows 10 OS in 2018. Therefore, Windows 10 must be implemented for this system.

This option will provide the needed capabilities, but at a much more economical cost than a complete system replacement.

2.0 PURPOSE

The purpose of this SOW is to establish an RFI system technical refresh for the Video Wall Server. The SOW sets forth the technical performance requirements of those modules that are needed to complete a system technical refresh.

3.0 SCOPE OF WORK

The Federal Aviation Administration Logistics Center (FAALC) Product Services Division, AML-4000, is an Independent Government Entity (IGE) which maintains a formal organization with the capability of managing and overseeing execution of the requirements contained herein. An RFI setting forth the technical requirements needed to support a system technical refresh of the NBCC Video Wall Server will be posted to FedBizOpps by AML-4000.

4.0 OBJECTIVES

This SOW shall achieve the following objective:

Provide the primary technical requirements to support a system technical refresh.

5.0 REQUIREMENTS

5.1 System Overview:

a. The video wall system is comprised of 40 NEC 46” X464UN monitors, 6 separate 52” LCD displays, 4 workstations w/two 42” monitors each, 4 display servers, 2 control servers, 8 decoder servers, 2 network switches, 2 control interfaces, 2 KVM switches, 1 video router, 1 audio router, 2 audio amps and other power and control hardware.

5.2 Vendors are to respond with information addressing solutions which can be provided based on the following requirements, starting with the mission elements:

a. Easily configure video inputs:

1. Provide the capability to display external video feeds (up to 64) on the video wall. These inputs include 3 standard definition SATV Tuners, 15 Analog Building Cameras, 8 Nice NVR DVI feeds, 1 AMOS DVI feed via Category cable extender, 1 train tunnel DVI feed via Category cable extender, 1 Accipiter DVI feed via Category cable extender, 1 Vista Radar feed via Category cable extender, 1 Point of Entry Camera feed via Category cable extender, and various Network sources. Each monitor requires two separate video connections one input is a DVI and the other is an HDMI input.

2. Provide the capability to accept 4k video.

3. Provide the capability to control the video inputs at each of four user workstation using touchscreens (4).

4. Provide the capability to change input and output cards to accept different video input types.

5. Touch Panels are the preferred video control device.

b. Meet system layout requirements:

1. Provide the capability to mount all equipment in a LAN room but keep controlling devices (keyboards, mice, and touch panels) on the workstations at the Video Wall floor.

c. Meet system audio requirements:

1. Maintain the ability to route audio to eight (8) different rooms within the NBCC.

d. Meet Operating System Requirements:

1. All equipment must run on a Microsoft Windows 10 platform, with capabilities of upgrades to future Windows Operating platforms.

e. The system technical refresh is to be compatible with the NBCC Video Wall system without loss of capability.

f. Document an acceptance test plan, test readiness review, and test procedure to be reviewed prior to installation.

g. Provide updated system drawings.

h. The Contractor must support the Government while its solution is incorporated into the DHS and CBP Enterprise Architecture (EA), and the DHS and CBP Technical Reference Model (TRM).

i. Where feasible, the Contractor must use DHS/CBP approved products, standards, services, and profiles as reflected by the hardware software, application, and infrastructure components of the DHS/CBP TRM/standards profile. The DHS/CBP TRM/standards profile will be updated as technology insertions are accomplished.

j. The Contractor must support the Government to add all items, currently not in the TRM, into the updated TRM. The Government may decide to provide as GFE/GFI software products that are in the Contractor’s system, and which are in the TRM.

6.0 SITE LOCATION

USBP at Selfridge ANG Base, MI.

7.0 TRAVEL

Travel will be required within United States, to the NBCC Video Wall at Selfridge ANG, MI. for configuration, setup, testing, and meetings, hosted by CBP. Travel must be approved by the CO or COR prior to departure.
