The solicitation seeks contractor services to remove, furnish, and install a replacement pump unit, motor, and variable frequency drive (VFD) for the LAPC facility at the Bureau of Reclamation's Hydraulics Laboratory in Denver, Colorado. The acquisition is set aside for total small business concerns with a NAICS code 333914 (Measuring, Dispensing, and Other Pumping Equipment Manufacturing) and a 750-employee size standard. The solicitation number is 140R4026Q0070, with a response due date of June 30, 2026, at 7:00 PM Mountain Time. The contract will be firm-fixed-price and is procured under FAR Part 12 for commercial items. The contract number is 140R4026Q0070, issued by the Upper Colorado Regional Office, Technical Service Center in Denver.
The scope consists of five contract line items (CLINs): CLIN 010 (Removal and Disposal, effective June 1, 2027), CLIN 020 (Furnish 100 hp pumping unit), CLIN 030 (Furnish 100 hp VFD—Galt Model G540-03050UL-03 or equal), CLIN 040 (Installation), and CLIN 050 (Shipping). The contractor must provide a modern 100-hp horizontal centrifugal pumping unit from recommended manufacturers (Goulds, Flowserve, Ruhrpumpen), compatible 100-hp motor from U.S. Motors, Baldor, or WEG, and associated VFD equipment. Work includes removal and disposal of existing equipment, safety planning, electrical installation, commissioning, and comprehensive documentation. The period of performance is June 1, 2027, to May 31, 2028, with delivery to the Bureau of Reclamation Denver Federal Center, Building 56 (Hydraulics Laboratory). Proposals must address technical capability, past performance on similar industrial installations, safety approach, detailed pricing for all CLINs on Schedule B, and project schedule feasibility. Evaluation criteria, in order of importance, are technical capability, past performance, safety approach, price, and schedule feasibility, with technical and safety factors weighted more heavily than price.
