Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: AFSC OL: H/PZAAA
Project/Program Name: JTE AN/TSQ-T10
Purchase Request / Local ID Number: FD2020-22-00521
Estimated Contract Cost (including Options): $97,500.00
Section B: Description of the Supplies/Services Required
This is for the Repair of 3ea. 6110-01-660-8072FD Pedestal Motor Controller Assembly., The contractor shall furnish all necessary facilities, parts, materials, data, equipment and services required to repair and return a serviceable Motor Controller Assembly.
Section C: Justification for Soliciting from a Single Source or Brand Name
The contractor performing these services is Rotating Precision Mechanisms (RPM) is the original equipment manufacturer (OEM), whom owns the data rights, and has the necessary facilities and processes in place to repair the Motor Controller Assembly. However RPM will not work with the Government directly but has since partnered with Linmarr Associates to administer repair contracts for RPM.
Section D: Efforts to Obtain Competition
On 22 November 2021 emailed and called Rotating Precision Mechanisms in an effort to procure sufficient data to manufacture or repair this NSN, OEM declined. Market research identified other possible repair sources that were called and/or emailed requesting capability of repair. Due to the proprietary data, other repair sources are unable to complete a successful repair.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Future efforts will continue to include reaching out to the OEM in an effort to procure proprietary data sufficient for a successful repair. This will be a sole source effort to Linmarr Associates. Linmarr will administer the contract for the OEM, RPM.
Section F: Contracting Officer's Determination
I have determined, in accordance with FAR 13.106-1(b)(1), that the circumstances of this contract action deem only a single source is reasonably available.
