34300021Q0019

(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued.

(ii) Solicitation #: 34300021Q0019

The purpose of this Request for Quotation (RFQ) is to develop a Tariff Database. The Tariff Database will include data for at least 10 years, up to year 2018. Services are excluded since there are no tariffs on services. The database will consist of applied bilateral tariffs.

The construction of the Tariff Database requires aggregation of tariffs from the Harmonized System (HS) 6-digit level to the ITPD-E industry level. This project will develop a procedure for consistent aggregation of tariffs, which requires that the aggregated tariff preserves the aggregate volume of trade and unbiased estimation. The new aggregation methodology would improve on the existing methodology, including Anderson and Neary (2005), Kee et al (2009), and Redding and Weinstein (2019). It would be consistent with the theoretically-derived gravity model, but not impose any assumptions in addition to those in the gravity model. The computer code that builds the database will be flexible enough to allow alternative methods of aggregation. For comparison, ITPD-E industry level tariffs obtained from simple and import-weighted averages of HS6 level tariffs will be included. Since some countries may not report tariffs in every year, the treatment of missing tariffs should be consistent with gravity theory and estimation, and should be clearly described.

Database construction will be transparent in terms of its accounting and estimation procedures.

All data sources and every step of database construction will be clearly documented.

The Government anticipates award of a Firm Fixed Price contract.

(iii) This solicitation contains provisions and clauses in effect through Federal Acquisition Circular 03/10/2021, 2021-05.

(iv) This procurement is being solicited for full and open competition. There is no set aside.

(v) Pricing –

This requirement is Firm Fixed Price, for the one-time development of a database. Offerors shall propose a single fixed price to perform the entirety of the work.

(vi) Description of requirements for the items to be acquired:

Create the International Tariff Database

1.1 Introduction

The United States International Trade Commission (USITC or Commission) is an independent, quasi-judicial Federal agency with broad investigative responsibilities on matters of trade. The Commission investigates the effects of dumped and subsidized imports on domestic industries and conducts global safeguard investigations. The Commission also adjudicates cases involving imported goods that are alleged to infringe U.S. intellectual property rights. The Commission’s mandate, among other things, is to provide the President, the United States Trade Representative (USTR), and Congress with independent, quality analysis and information regarding international trade. In doing so, the Commission contributes to the development of sound and informed U. S.

trade policy.

1.2 Brief Background

Tariff data for a broad selection of industries, countries, and years is needed in many aspects of the Commission work, such as the estimation of trade elasticities, simulation of the effects of trade agreements, and estimation of the effects of various policies on trade. Since tariff data is used together with trade and production data the Tariff Database will work seamlessly with the International Trade and Production Database for Estimation (ITPD-E), which is currently being used extensively inside and outside the Commission. The ITPD-E is available online on Commission’s Gravity Portal at https://www.usitc.gov/data/gravity/itpde.htm.

1.3 Objectives

The country and industry dimensions of the Tariff Database will match the dimensions of the ITPD- E, excluding services, subject to the availability of tariff data in international data sources.

Data will be published on the USITC website and will be publicly available for download.

1.4 Scope of Work

The contractor shall provide the Government with:

The International Tariff Database, as specified above.

Documentation of the data sources and all procedures used to create the dataset. It is expected that the database documentation will be co-authored by the contractors and Commission staff. Original source data and computer programs used to produce the dataset. The USITC will be able to release the computer code it receives from the contractor to third parties, but the contractor will be under no obligation to provide support to these third parties.

1.5. Technical Requirements

The contractor shall produce the international tariff database as described in the objectives.
