U.S. Coast Guard Justification for Other Than Full and Open Competition
This document is a justification form for restricting competition on a U.S. Coast Guard contract opportunity under FAR 12.102(a), FAR Class Deviation 25-21. The contract (Purchase Request/Requisition Number 3426P1P270000001) is for an all-inclusive firm-fixed-price charter of one U.S.-flagged offshore training ship required by the Maritime Security Response Team West (MSRTW) for performance period 5 to 15 November 2026. The estimated total contract value is over the micro-purchase threshold but at or below the simplified acquisition procedures (SAT) threshold.
The required services involve a vessel charter with specific operational parameters: the vessel must depart San Diego, California on 5 November 2026, arrive approximately 3 to 4 nautical miles offshore of Marina del Rey at 1600 PST, and support government personnel embarkation, training exercises including boat and helicopter operations over 8 to 10 knots sustained speeds, and return to San Diego by 6 November 2026. The contractor must provide a U.S.-flagged vessel of 170 feet or greater length with U.S.-citizen master and crew, all fuel, consumables, provisions, maintenance, navigational support, shelter training spaces accommodating at least 12 personnel, sanitary facilities, safe deck access, insurance, permits, port services, and all necessary resources. Market research identified only one vessel—the MV BOLD HORIZON—that simultaneously satisfies all mandatory requirements including the specific length, training speed capability, offshore endurance, at-sea transfer capability for nighttime helicopter operations, documented safe deck configurations, sheltered briefing and staging spaces, U.S.-citizen crew qualifications, and exact schedule requirements. The justification cites "Only One Source Is Available" as the restriction rationale, supported by market research through vessel availability databases, direct inquiries to Southern California operators, USCG documentation review, and assessment against mandatory capabilities. The contracting officer has selected "Market Research" as the fair and reasonable price determination method.
