About this file
This is a Justification for Single Source Award document under Federal Acquisition Regulation (FAR) 13.106-1 for an emergency acquisition by the Department of Veterans Affairs.
The Department of Veterans Affairs, Network Contracting Office 15 (SW CMOP Tucson), is acquiring temporary supplemental cooling equipment through an emergency sole source award to an SDVOSB vendor. The requirement involves the rental and installation of a 150-ton air-cooled chiller, 140-ton vertical air handler, and 500-gallon buffer tank (125 PSI) with associated cabling and hoses. The vendor must deliver, set up, and install all equipment; run temporary power lines; coordinate licensed electrician connections; commission the system for full functionality; and perform teardown and equipment pickup upon completion. The period of performance runs from September 10, 2026, to October 8, 2026. The justification cites emergency circumstances—a faulty facility air-conditioning unit at the Central Medication Order Processing (CMOP) facility—that threaten medication quality, regulatory compliance, and personnel safety. Due to the urgent nature, no formal market research was conducted; however, a Notice of Intent to Sole Source (Notice ID 36C77026P0132) was published on September 17, 2026, via SAM.gov to inform the public. The J&A will be published after contract award. The Contracting Officer, Christy Pendlay (Branch Chief, Team 1 Services, CMOP Division), certified the justification on September 21, 2026. Acquisition Plan Action ID: 36C770-26-AP-0687; 2237 ID: 762-26-4-382-1476.
