PWS p. 4

1.0 DESCRIPTION OF SERVICES

1.1 Introduction

1.1.1 This is a non-personal services contract. The Government will neither supervise contractor employees nor control the method by which the contractor performs the required tasks. The contractor shall manage its employees and guard against any actions that are of the nature of personal services or give the perception of personal services. The contractor shall notify the Contracting Officer (CO) immediately if they perceive any actions constitute personal services. These services shall not be used to perform any Inherently Governmental

Functions. The on-site project manager will serve as the principal point of contact with the

Contractor Officer Representative (COR). The on-site project manager may be an additional duty of one of the interviewers.

1.2 Background

1.2.1 In response to a Secretary of Defense Unauthorized Disclosure (UD) memorandum, the

Department of the Air Force (DAF) must enhance personnel security and accountability to address gaps in the accessions and training pipeline. Currently, there is no method to track military personnel throughout the training pipeline. Therefore, the Directorate of Security, Counterintelligence and Special Program. Oversight (SAF/AAZ), in coordination with the Air

Education and Training Command Information Protection (AETC/IP), has directed a cell be established in 2 Air Force Technical Training Operations Center, Detachment 1 (2AF/TTOC

Det 1) to provide management of Personnel Security actions for military personnel, until they arrive at a training site which requires access to classified information, or arrival at the first duty station. The cell will gain personnel into the correct security management office within the Defense Information Security System (DISS), respond to requests for information from the

DoD Central Adjudication Service (DoD CAS), coordinate with training unit commanders to obtain documentation for these requests, report security incidents in DISS, and respond to insider threat notices received from Department of Defense Insider Threat Management and

Analysis Center (DITMAC).

1.2.2 AETC gains over 30k Officer/Enlisted accessions per year. It is a Department of Defense

(DoD) requirement that each accession is submitted for a security clearance investigation.

Once the investigation is submitted, the person is ‘gained’ into the DISS for tracking of investigation progress through adjudication. However, currently, there is no single entity that tracks each accession throughout the accessions/training pipeline, which creates a gap in security monitoring. This monitoring involves noting when a person is gained into DISS, processing requests for information sent by the DoD CAS and transferring responsibility to another office once a person arrives at the first permanent duty station. In addition, this monitoring also requires submission of customer service requests (CSRs) and incident reports to the DoD CAS when Personnel Security issues are discovered during the accessions/training pipeline.

1.3 Scope

PWS p. 5

The contractor shall provide all labor necessary to provide Personnel Security related administrative support to the Sensitive Skills Interview (SSI) Branch2 AF/TTOC, Det1 at

Joint Base San Antonio (JBSA) Lackland, Texas. The contractor shall provide professional, articulate, and adequate administrative services to ensure tracking and processing of security issues throughout the accessions/training pipeline until a person arrives at the first duty station. The contractor shall review Personnel Security databases to track any requests for information and CSRs. The contractor will provide support by tracking Personnel Security actions for approximately 6,000 DAF military personnel per month as they proceed through the accessions process and training pipeline. Contractor personnel must have at least a Secret

Clearance in order to access systems for tracking security clearances and responding to queries from other DoD Agencies. The queries will require coordinating with training unit commanders, as well as the DoD CAS, Defense Counterintelligence and Security Agency

(DCSA), and the Defense Insider Threat Management Analysis Center (DITMAC).

1.4 Period of Performance

1.4.1 The period of performance shall be five (5) years, with a one (1) year base period and four (4) 1-year option periods.

2.0 SPECIFIC TASKS

The contractor located at 2 AF Det 1, JBSA-Lackland shall perform the tasks listed below.

2.1 Ensure each accession is assigned to the SMO in DISS. Monitor Air Force Recruiting

Information Support System-Total Force (AFRISS-TF) web-based system for accession activities. Take actions in DISS to ensure accessions are gained into appropriate security management office (SMO). Validate data in personnel security databases for accuracy. Run reports in DISS to ensure all accessions are assigned.

2.2 Process Continuous Vetting (CV) notifications. When requests for information or insider threat notifications are received, coordinate with the current training unit to notify the subject and obtain required documentation. Ensure documents are formatted per the respective agencies’ requirements. Transmit the information to the requesting agency.

2.3 Process security incidents. When training units report security incidents, obtain the required documentation, ensure it is formatted as required, and upload information in

DISS.

2.4 Prepare weekly separation rosters. Obtain lists of separated personnel and check investigation statuses in DISS. Request investigation cancellations with Defense

Counterintelligence and Security Agency (DCSA). Submit separation rosters to AETC/IP and AFRS.

2.5 Out-process accessions in DISS. Track 2 AF SharePoint dashboards for accessions’ progress through training. Upon all training completion, out-process or transfer accessions to the SMO at the permanent duty station in DISS.

PWS p. 6

2.6 Provide weekly statistics on number of CV notifications, requests for information, CSRs, and DISS processing actions as requested by higher headquarters. Provide ad-hoc statistical reports when requested by higher headquarters.

2.7 Provide lessons learned report. At the end of the initial performance period, the contractor will submit a report, identifying processes used and lessons learned.

3.0 SERVICES SUMMARY (SS)

The contract service requirements are summarized in performance objectives that relate directly to mission essential services. The performance threshold briefly describes the minimally acceptable levels of service required for each requirement. The SS provides information on contract requirements and the expected level of contractor performance to be successful. These thresholds are critical to mission success. Procedures as set forth in the applicable Inspection clause in the contract will be used to remedy all deficiencies. The Government retains the right to inspect any item included in the contract.
