1. Civil/Site Description of Work
The civil site work includes asphalt improvements to the existing northwest parking lot and service road.
Annex Building Concrete Landings Three (3) new 4’-0”x4’-0” concrete landings will be installed at the Annex Building egress doors;
A12, A13A and A13B. The landings are required at these locations for life safety compliance.
Service Road-Asphalt Mill and Overlay Asphalt damage and deterioration is evident along the service road. The service road has multiple longitudinal and transverse cracks, which vary in thickness from hairline fractures up to 3/4” to 2” wide. Asphalt from the Guardhouse to the back parking area at the northeast corner of the site will be milled 1-1/2-inches and overlaid with a new 1-1/2-inch surface coarse. The area of mill and overlay is approximately 22,400 square feet. Several sections of existing concrete curb and gutter are damaged and will be removed and replaced in-kind along the service road.
Existing Parking Area-Asphalt Mill and Overlay The large asphalt parking area, primarily to the west and northwest of the TRACON Building, was observed to have multiple longitudinal and transverse cracks, which vary in thickness from hairline fractures up to 3/4” to 2” wide. The parking lot asphalt shall be milled 1-1/2-inches and overlaid with new 1-1/2-inch surface course. The area of mill and overlay is approximately 91,800 square feet.
The existing parking space dimensions are approximately 8.5’x18’ with some spaces measured at 9’x18’. Stripe the newly paved parking lot utilizing 9’x18’ spacing. The wider parking space will eliminate 10 spaces reducing the existing parking count from 233, to 223 total spaces (including HC spaces). The dimensions of the seven (7) handicap accessible spaces shall remain the same (8’x18’ with 5’ striping between HC spaces) in accordance to ADA Standards. Parking counts do not include spaces from the parking lot expansion project.
Minor Concrete Curb Patching and Replacement Sheet CS101 identifies the approximate extent and location of existing concrete curb and gutter to be either patched or replaced.
Minor curb damage can be repaired and patched. Area to be repaired is to be cleaned and loose debris removed. A bonding adhesive shall be used prior to applying concrete patch mix. Concrete patch mix to be layered until the patch material matches the shape of the pre-existing curb and gutter.
Curb and gutter which are severely deteriorated will be demolished, removed and replaced.
Removal of curb and gutter shall be to the nearest joint. New curb will tie to existing curb and gutter in line and grade.
Administration Wing Drainage Issue Correct drainage issue exterior to the Air Traffic offices along the west Administration Wing wall.
The two (2) existing six (6)-inch PVC pipes extend out the wall and discharge above ground will be extended and discharged below ground to remediate ponding and water infiltration issues along the Administration Wing wall. Storm clean-outs will be installed and two (2) six (6)-inch PVC pipes extended to a French drain in the grass area. A portion of the piping will be solid while a portion within the French drain will be perforated to promote infiltration.
2. Architectural/Interiors Description of Work
The N90 facility is divided into three parts: Administration, Environmental Support, and Operations Areas. The Administration and Environmental Support Areas are single story areas and Operations is a two-story area. There is existing sensitive, operational equipment located within the area of work. Within Operations Area, the Equipment Room (165) is located on the First Floor and the Operations Room (200), with support space, is located on the Second Floor.
Throughout the work, the electronics equipment, primarily located in these two rooms, is to be protected from damage. It is anticipated that very little construction work will occur in these two rooms.
This project can be divided into four major components for architecture. First, providing an interior refurbishment of the Administration Area. Second, correcting fire and life safety deficiencies within the area of work. Next, patching and repairing interior finishes and exterior building materials affected by the replacement of fire suppression, mechanical, and electrical equipment.
Finally, exterior envelope upgrades at the Administration Area will be made, including window replacement and providing additional insulation at the exterior wall.
Administration Area N90 Administration Area consists of offices and other administrative spaces that have finishes which are dated and overall in poor condition. This project will refurbish the interior finishes to the south of the areas addressed in the previous refurbishment. Spaces and rooms include: Support Manager A&P (102), Airspace & Procedures (103), Traffic Management Officer (106), Support Manager Admin (107), AT Manager (108), Corridor (109), Closet (111), AT Administration (112), Staff Manager (113), AT Office Manager (114), Admin & Business Services (115), EOSH, Tech Ops Radar/ARTS TID/ARTS SPS (116), Tech Ops Automation Manager (118), Tech Ops Administration (119), Tech Ops Manager (120), Corridor (121), Tech Ops ESU Manager (122), Tech Ops Comm Manager (123) SOC Manager (124), Tech Ops Staff Office (125), Tech Ops Staff Office (127), AT Staff (128), Plans & Programs Office (129), Support Manager-QA (130), Quality Assurance (132), Copy Room (133A), AT Conference Room (133), and AT Storage (136B). The following work will occur in the Administration Area:
• The gypsum wallboard (GWB) is to be removed and replaced throughout, reusing the existing metal studs. The existing metal studs will be reused to the greatest extent possible but several partitions will be replaced completely due to demolition/constructability issues.
The follow work will occur at the partitions:
At corridor partitions, the existing metal studs will be reused. The partitions are to be properly braced prior to GWB removal.
At partitions anchored to a concealed spline acoustical ceiling tile system (ACT), the metal studs will be removed and replaced with new partitions. When the ACT is removed, there is nothing to brace the remaining partition. A new partition, with new studs properly braced, will be provided in the same locations as the existing partitions.
Reconfiguration of select rooms in the Administration Area to facilitate a better arrangement of the space. Several interior partitions will be removed, and other new interior partitions will be constructed to facilitate the space reconfiguration.
At the exterior wall, the existing partition will be removed and replaced in support of exterior envelope upgrades.
• The existing 3’-0” x 8’-10” interior doors and associated frames will be removed and replaced with 3’-0” x 7’-0” doors and frames. The doors will be wood with a transparent finish coat. The hollow metal door frames will be painted.
• The following doors will be removed and not replaced. The partitions will be infilled to match the adjacent surfaces:
Room 103 – northernmost and southernmost doors Doors connecting Room 129 (reconfigured layout) and Corridors 109/121 that are not needed as part of the Administration reconfiguration.
Door connecting Rooms 114 and 115 Door connecting Rooms 106 and 107 Room 116 – existing doors connecting to Corridor 121 Door connecting existing A9 to A12
• The carpet floor finish throughout will be replaced with a new carpet tile.
• Vinyl asbestos tile (VAT) and mastic is located beneath select areas of carpet. The VAT and mastic will be abated. In areas where carpet has been installed over ACM floor tile or ACM mastic, the carpet is likely contaminated or will become contaminated through the demolition process. As a result, the carpet installed over ACM floor tile and mastic will be disposed of as ACM. The ceiling at Corridor (109), AT Administration (112), Tech Ops Administration (119), Corridor (121) and Corridor (126) will be removed and replaced by a suspended acoustical ceiling panel system, matching the existing ceiling height. The existing ceiling system at corridors is acoustical ceiling tile adhered to two layers of GWB supported by metal studs.
• At the remaining spaces, individual suspended acoustical panel ceilings will be provided for each room. The existing ceiling systems at these spaces are monolithic, concealed spline acoustical ceiling tile systems, spanning above multiple rooms, to which metal stud partitions are anchored. The suspended acoustical panel ceilings will be installed several inches below the existing ceiling height to allow for the perimeter angle installation.
Currently, the following groupings of rooms share single, monolithic ceiling systems:
Room 102 Rooms 103, 106, 107, and 108 Rooms 113, 114, 115, 116, and 118 Room 120 Rooms 122, 123, 124, 125 Rooms 127, 128, 129, 130, and 132 Rooms 133, 133A, and 134
• For both the concealed spline acoustical ceiling tile system and the acoustical ceiling tile system adhered to GWB, there are existing HVAC diffusers and return grilles whose locations will need to be modified to allow for the new suspended acoustical ceiling panel system.
• At Room 111, a GWB ceiling will be provided.
• Administrative areas 112 and 119, the existing furniture will be removed and replaced.
• Door 100, connecting the Main Lobby with Corridor 109 will be replaced. The existing door has wired glazing, which does comply with the required impact resistance rating, and does not provide adequate clear width for a single door leaf.
• Door 121, located at the south end of Corridor 121, will be replaced. The existing door has wired glazing, which does comply with the required impact resistance rating.
• At Room 125, a GWB furr-out will be provided in the northwest corner to allow for electrical work in the area.
Portions of the Administration Area will be reconfigured as part of the N90 Improvement Project.
Reconfiguration within the Administration Area includes:
• Providing an open office area, Room 129, that includes existing Rooms 132, 130, 129, and a portion of 128.
• The existing west partition of AT Storage, 136B, will be moved to the east, aligning with the column and creating a larger open office area.
• Rooms 127 and 128 will be resized to smaller footprints per direction from the FAA.
• At Room 103, a centrally located door will be provided for access to the room.
• At Room 116, a centrally located door will be provided for access to the room.

Egress Stairs The TRACON Facility Egress Stair #1, Stair #2, and Stair #3 have multiple deficiencies per NFPA 101 and FAA Orders. Deficiencies will be corrected at Stair #1 and Stair #3.
The following work will occur at stairs within the project scope:
• A guardrail/handrail assembly will be provided at the open side of the stair. Currently, a 33” handrail is provided, replace the existing handrail with a guardrail/handrail assembly attached to the top of the stringer, avoiding conflict with the existing metal lath and plaster fascia/soffit installed at the stairs.
• Handrails will be provided at the outboard side of the stairs. The existing interior wall construction at this location is ¾” metal lath and plaster. So, in an effort to avoid complicated construction, the handrails will not be wall mounted. The handrails will return to the floor.
• Handrails, guardrails, and exposed stringer surfaces will be painted to match the existing stringers.
• The rubber treads and rubber floor tile at the stair landings will be replaced. The existing treads have a gripping surface at the nosing of the tread. The rubber tread gripping surface is beyond its life expectancy and several treads are missing the gripping surface.
• Resulting from the ceiling removal at Corridor 177, the integrity of the fire rated enclosure at Stair 2 on the First Floor is compromised. Per building code requirements, the Stair 2 enclosure is required to be a 1-hour fire rated enclosure. A new fire rated barrier will be constructed that provides the code-required protection at Stair 2, taking into consideration the constructability of the assembly and existing above-ceiling obstructions.
Fire Suppression Installation Support Throughout the facility, a sprinkler fire suppression system will be installed as part of the work.
To accommodate the work outside of the Administration Area, several ceilings will be: removed as necessary, then patched and repaired; removed as necessary, saved for reuse, and reinstalled; or replaced.
• Rooms with concealed spline acoustical ceiling tile will be replaced with a suspended acoustical ceiling panel system.
• Rooms with gypsum wallboard ceilings will have the ceilings removed as necessary to allow for the work. At the completion of the work, the ceilings will be patched, repaired, and painted. In some select situations, existing ceiling access doors may provide adequate access above the GWB ceilings.
• Rooms with acoustical ceiling panel systems that were installed during the most recent refurbishment will be removed as necessary, saved for reuse, and reinstalled.
• Rooms with old acoustical ceiling panel systems will have the ceilings replaced with acoustical ceiling panel systems.
• All corridor ceilings will be replaced with acoustical ceiling panel ceilings. The ceilings in these areas are adhered acoustical ceiling tile, two layers of gypsum wallboard, and metal studs. Per original FAA direction, corridor ceilings, outside of the Administration refurbishment area, were not to be replaced. At corridors throughout the facility, there are above ceiling obstructions – ductwork, piping, conduit, cable trays, etc – that prohibit the attachment of suspension grid hanger wires and light fixture safety wires to the structure above. To accommodate the facility’s request for suspended acoustical panel ceilings in the corridors, metal studs will be installed that bridge between the corridor partitions, from which the suspension grid will be hung and to which the light fixture safety wires will be attached. The installation height of the metal stud will be determined in the field and as high as feasible to allow for ceiling installation in compliance with requirements, with close coordination of above ceiling obstructions.
The following ceilings will be partially removed to allow for the work then patched and repaired to match adjacent surfaces:
• Rooms 100, 135A, 136B, 138, 139, 141, 142, 144, 144A, 145, 147, 148, 149, 150, 151, 163, 167, 168, 205, 206, 206A, 207, 208A, 208B, and 211A
The following ceilings will be removed, saved for reuse, and reinstalled:
• Rooms 136, 140, 146A, 153, 156, 158, 159, 202, 209, and 216.
The following ceilings will be removed and replaced:
• Rooms 160, 161, 162A, 162B, 174, 175, 176A, 203, 210, 211, 212, 214, 215, and 223
Exterior Envelope Improvements Extensive exterior wall upgrades at the Administration Wing, including window replacement and providing additional insulation to comply with energy requirements.
The following improvements will be made to the exterior envelope:
• Sealant applied between the exterior metal wall panels at Administration will be removed.
For the curved panels the sealant between panels will remain.
• A portion of the exterior metal wall panels will be repainted to match the existing metal panel color. The damaged coating will be removed, and rusted areas will be cleaned prior to re-painting. The moisture trapped by the sealant referenced above has caused rust at select panel ends and for the paint finish to chip off and peel at many locations.
• Many of the exterior doors and frames in the TRACON Facility and the Annex have damage and visible rust. Most of the paired doors have large gaps between the door leaves.
Air infiltration and water infiltration are occurring through these gaps, at the door frames, and along the door thresholds. These doors and door frames will be replaced.
• Additional insulation will be provided, complying with ASHRAE 90.1-2016.
o Per ASHRAE 90.1-2016, 7.5 c.i + R-13 is required for N90’s climate zone and type of construction. The design presumes the existing 2” insulated metal panel provides the required R-7.5 continuous insulation. R-13 insulation will be provided at the interior face of the existing insulated metal panel.
o Batt mineral fiber insulation will be provided. The mineral fiber batt product proposed is a semi rigid insulation that is hydrophobic and fire resistant. Mineral fiber insulation is dimensionally stable and will not sag over time. The proposed assembly includes the mineral fiber insulation extending 12-18-inches above the top of the metal studs holding the insulation in place. It is noted that the studs are unable to be continued to the underside of the roof deck due to constructability constraints. Per discussions with technical representatives, the mineral fiber batt product is rigid enough for this application and will not sag out of place. The batt product is installed through a friction fit between the studs.
• Existing window assemblies will be replaced, complying with ASHRAE 90.1-2016
Hazardous Material Abatement Hazardous materials are present in the facility that either need to be abated or managed in place as part of the project. The known hazardous materials, include asbestos containing materials (ACM) and lead-based paint (LCC).
For the administrative areas contained within Phase 1 and Phase 2 of the project, the majority of the spaces have ACM floor tile (vinyl asbestos tile – VAT) that is currently located below the existing carpet as well as ACM mastic adhering the VAT to the concrete floor substrate. The ACM floor tile and mastic will be abated in both phases.
Isolated areas of additional abatement of ACM will also occur at the base of the stairs. LCC is present on the handrails in the stairs. These handrails are to be demolished and then disposed of per appropriate requirements.
Other areas within the facility have been identified with ACM; however, ACM in these rooms will not be abated. For these locations the ACM shall not be abated, but instead managed in place (i.e.
protected from disturbance).
Temporary Facilities Temporary facilities will be provided as part of the work. The temporary facility will be temporary trailers sited to the west of the facility, located between the TRACON Building and the existing parking. The temporary trailers will accommodate 10 private offices, shared office space for up to 15 personnel, and two ADA/ABA compliant toilets (men’s and women’s facilities).
• Access to the temporary trailers will be ADA/ABA compliant.
• Furniture will be provided for the temporary facility, not relocated from the TRACON.
The furniture will be provided and installed by the contractor.
• Insulated skirting will be provided to prevent vermin beneath the structure.
• No running water will be provided to the temporary facility. Water storage tanks and sanitary containment tanks will be provided to serve the temporary trailers.
• Per FAA direction, no covered walkway will be provided from the temporary facility to the TRACON Facility, although canopies will be provided over the exterior doors to the temporary facility.
• At completion of the work, the grass area in which the temporary trailers are sited will be restored as part of the work.
• Two (2) water coolers will be provided.
• A TV from the Annex will be temporarily relocated to the temporary facility during the work.
• A complete fire alarm and smoke detection system will be provided at the temporary facility. The fire alarm system will be connected to the existing building fire alarm system to report alarm, trouble, and supervisory conditions. Alarm conditions within the temporary facility shall cause notification within the temporary facility only and shall not cause the main building to into alarm.
Preliminary Phasing Plan Detailed phasing requirements are defined within the Drawings on the Preliminary Phasing Plans and Preliminary Phasing Requirements/Restrictions Matrix. Defined phasing requirements and restrictions – construction and demolition hours, work hour limitations, risk mitigation, room availability, grouped room work requirements, equipment access, furniture protection, storage, etc.
The Link between the Annex and the Administration Area will be used as contractor access to both Administration Area Phase 1 and Phase 2. Contractor access for work other than the Administration Area work would be through the Loading Dock and through the Environmental Support Area. Contractor access to the Second Floor will be limited to Stair #1.
For detailed phasing requirements, refer to Preliminary Phasing Plan and Preliminary Phasing Requirements/Restrictions Matrix.
Phasing (Administration Area) The Administration Area refurbishment will be separated into two phases. The first phase will include primarily Air Traffic spaces within the Administration Area, at which time the Air Traffic personnel will be relocated to the temporary facility. At completion of the first phase, Air Traffic personnel will be relocated back to the TRACON Building. The second phase will include Tech Ops spaces within Administration and all spaces in the Annex, at which time Tech Ops and Annex personnel will be relocated to the temporary facility. At completion of the second phase, Tech Ops and Annex personnel will be relocated back to the TRACON. Due to the space reconfiguration within the Administration Wing and associated constructability of the new layout, staff located within Room 127 will be relocated to the temporary office facility for both construction phases. As indicated on the Preliminary Phasing Plan, portions of Corridors 121 and 126 will need to be kept available during normal business hours due to egress and facility access requirements (to be determined with the COR).
Given the large amount of dust that will be produced during the work, and also due to the fact that the above ceiling area is a return plenum for Air Handling Unit AHU-5, dustproof enclosures will be required to isolate each Phase.
3. Mechanical and Plumbing Description of Work
The mechanical work identified for this project includes the refurbishment or replacement of mechanical, controls, and plumbing equipment necessary to provide safe reliable operation.
Additionally, new chillers shall be provided to handle existing loads and a reasonable estimate of future loads. The new chillers and associated pumps will provide greater reliability for the overall chilled water plant with N+2 redundancy provided with the replacement and upsizing of the existing three chillers at the facility.
Air Handling Units Air Handling Units AHU-1 though AHU-7, all located in the Fan Room (157), along with their respective Return Air Fans RAF-1 through RAF-6 were installed in the 1999-2006 timeframe.
Since these units are currently generally in good condition, this project includes replacement of the fan bearings, fan motor and Variable Frequency Drive (VFD) or Motor Starter.
Rooftop air intake ducts for AHU-1 through AHU-7 are lined with acoustical duct lining. The duct lining is failing in several locations. Water intrusion into the duct has caused some of the failures. The duct will be sealed, and the duct lining will be replaced down to each air handling unit. Exhaust ducts will also be sealed to prevent water intrusion. The exhaust ducts do not have acoustical duct lining.
The replacement of the concealed spline ceiling throughout the single-story Admin portion of the building will require replacement of the building original supply air and return air diffusers (1x1 diffusers will be replaced with 2x2 diffusers in the new ceiling grid). At these locations the original ductwork leading from the main duct to the diffusers will be demolished and replaced with flex duct typically not to exceed 5’ in length.
Replace the hard duct connections to the supply diffusers with flex duct in the areas where the ceiling grids are being replaced. New ductwork will be installed on the mixing box (MB-509) to accommodate the new open office area (129) and some of its adjacent smaller offices. New ductwork extension will be installed on mixing box (MB-510) to provide a dedicated terminal unit in the Conference Room (133).
Exhaust Fans.
Most of the facility exhaust fans were installed when the facility was constructed in 1978. The fans will be replaced in-kind.
The Battery Room (176) ventilation was re-calculated and the current system was found to meet required ventilation. Hydrogen sensors that control the ventilation system will be replaced and relocated to a serviceable location. In the existing Battery Room ventilation set-up, according to the drawings/survey notes, the outside air louver has been blocked off and a supply fan is blowing 1,000 CFM of air from the UPS Room (174) to the Battery Room and an exhaust fan (EF-BR1) from above is exhausting 1,000 CFM for ventilation.
Chiller Plant/Cooling Tower Yard Chillers CH-100, CH-200, and CH-300 (each with a capacity of 250 tons) will be replaced with 315-ton chillers to accommodate anticipated future growth for the facility. New chilled and condenser water pumps will be provided and installed to accommodate the new variable flow system. The existing 3-way mixing valves will be replaced with 2-way valves to integrate variable flow in the new chilled water system. A 4-inch chilled water bypass will be installed near the new hot taps on the main chilled water line in preparation for future expansion.
The replacement of the existing chillers with higher capacity chillers necessitates the replacement of much of the chilled water and condenser water piping in the Chiller Room due to code requirements. A temporary chiller (with N+1 redundancy) shall be provided during chiller replacement work.
Boiler Plant The existing heating water system is a constant flow system. Switching to a variable flow system.
The new heating water system will consist of replacing the heating water pumps (P-2A) and (P- 2B) and adding VFDs to the motors. The existing boilers have an isolation and balancing valve on the main supply line. Automatic flow control valves will need to be added in lieu of the balancing valve to accommodate the new variable flow system. The existing 3-way mixing valves will be replaced with 2-way valves to integrate variable flow in the heating water system.
Plumbing Diesel-fired Hot Water Generator (HWG-1) is beyond its expected lifespan. The hot water generator will be replaced with two 80-gallon heat pump water heaters (HPWH-1 and HPWH-2).
The associated domestic hot water Circulator Pump (CP-1) will also be replaced.
Emergency showers located in the Chiller Room (172) and the Battery Room (170) require tepid (85 ˚F) water. The existing showers use domestic cold water. A new hot water branch pipe will be installed along with a mixing valve to ensure that tepid water is provided.
There have been pinhole leaks occurring with the plumbing piping behind the sinks in Men’s Restroom 139. In conjunction with the removal of the gypsum wallboard in the adjacent office
(127) plumbing piping will be replaced in the affected areas to mitigate further leaks.
4. Mechanical Controls Narrative Description of Work
The mechanical controls work identified for this facility includes the replacement of the existing control system that is currently controlling and monitoring the HVAC equipment and other building systems.
Background The existing Building Automation System (BAS) is a CSI/TAC I/Net Version 7 system installed during the control system upgrade project in 1999.
The new BAS installed under this project will be Schneider Electric, and all standardized requirements associated with BAS hardware, software and other control/field devices currently being used in the ARTCC program will be implemented and incorporated.
System Description
General Information A Building Automation System (BAS) will be provided in the facility to control and monitor the existing and new HVAC equipment provided in the facility. The BAS will include necessary Direct Digital Control (DDC) controllers, control devices, graphical user interface, software and Operator’s Workstation.
The BAS will be a native BACnet open protocol system, which uses the protocols and network standards as defined by ANSI/ASHRAE Standard 135–2016 “BACnet”, to provide flexibility and interoperability to the BAS. An open protocol system will provide more options on selecting controllers and devices among multiple control system manufacturers during future renovations instead of being restricted to one proprietary system manufacturer. An open protocol system also allows components from different manufacturers to co-exist on the same network with minimal user configuration.
BAS Network Architecture The primary BAS network, including supervisory/network controllers and network hardware such as Building Controller(s) (BC) and Operator’s Workstation (OWS), will communicate via the dedicated BAS network backbone, which runs throughout the building. The BC(s) will communicate with field controllers and OWS, and provide supervisory functions such as schedules, alarm listings and trend-loggings to the BAS. The network controllers and/or routers will be provided to extend BAS network throughout the facility
The field controllers such as Advanced Application Controllers (AAC) and Application Specific Controllers (ASC) will be connected to the associated network/supervisory controllers and/or network hardware and communicate via secondary BAS networks. AACs will be used to control major equipment, such as air handling units, chilled/condenser water system components and heating hot water system components. ASCs will be used to control VAV boxes, non-critical terminal units and miscellaneous equipment.
Operator’s Workstation (OWS) An OWS will be located in the Monitor Room 175 and it will be provided with front-end BAS software, necessary tools/software and network hardware. The OWS will act as the primary access point for the entire BAS installed in the building. New front-end graphic display screens will be provided to display all points in the DDCS Point Function Schedule. A Portable Operator Terminal (POT) will be provided as part of this project. The POT is a notebook type computer for use by maintenance personnel in the field and loaded with the front-end BAS software and necessary network hardware for field connection to the BAS. The POT can be used as a secondary workstation when the OWS is unavailable.
Control of HVAC Equipment
HVAC Control for the chilled/condenser water system, hot water system, air distribution systems (as broken down by area served), exhaust fans and other miscellaneous systems are described in greater detail below.
Chilled/Condenser Water System The existing pneumatic/electric controls associated with chilled/condenser water system, including chillers, cooling tower, chilled water pumps, condenser water pumps, refrigerant monitoring system and other components will be replaced with new controls. The BAS will enable/disable the equipment based on the desired controls sequence. Chillers will be controlled by their factory furnished control panels when they are enabled. The BAS will also monitor the selected points of the factory control panels via network interface card for new chillers. The control points for the system components such as cooling tower fans, pumps, control valves, flow meters and sensors will be distributed on multiple controllers in such a manner that the failure of one controller shall not cause the complete failure of the Chilled/Condenser Water System. The operating condition of new and existing equipment will be evaluated, and new control sequence and programming will be provided for the entire chilled/condenser water system.
The chilled and condenser water pumps will each operate on a Variable Frequency Drive (VFD).
The VFDs will be provided with BACnet network interface cards. A BAS network connection will be provided to the new VFDs for remote monitoring. A differential pressure sensor will be provided in the chilled water distribution loop for control of speed of the chilled water pumps.
A new refrigerant monitoring system including refrigerant leak panel, refrigerant sensors, wiring and conduit will be provided to detect refrigerant leaks in the Chiller Room. New wall-mounted strobe light/alarm horn devices and manual override and silence switches will be provided in Fan Room 157, Boiler Room B173 and outside of Chiller Room 172. Wiring interlocks between refrigerant alarm panel and the chiller plant refrigerant exhaust fan, as well as the remote visual/audio alarm devices, and manual switches will be provided to comply with safety code requirements. The new DDCS shall monitor the refrigerant leak detection system and the chiller plant refrigerant exhaust fan for remote status and alarm.
Remove existing AHUs Status enclosure in the Chiller Room. A new AHUs Status panel will be provided in the existing space vacated by demolished enclosure. The panel will have indicating lights that will show the status of mechanical equipment. Motor current switches will be installed at unit fan soft starters/VFDs to monitor the status of respective fans and status signal will be sent to the indicating panel.
Hot Water System The existing pneumatic/electric controls associated with hot water system, including boilers, hot water pumps, and other components will be replaced with new controls. The BAS will enable/disable the equipment based on the desired controls sequence. Boilers will be controlled by their factory furnished control panels. The control points for the system components such as pumps, control valves and sensors will be distributed on multiple controllers such a manner that the failure of one controller shall not cause the complete failure of the Hot Water System. Control devices such as temperature sensors, control valves, actuators, and control wiring will be provided as required for Heating Hot Water System.
New VFDs with BACnet network interface cards will be provided for hot water pumps. A BAS network connection will be provided to the new VFDs for remote monitoring. Hot Water Pump VFDs will be controlled by a differential pressure sensor located on hot water distribution piping in the Fan Room 157.
Air Handling Units The control of the various air handling units based upon segregation of areas controlled are described in greater detail below.
Operations Room and Display Maintenance/ETG Lab The control wiring associated with Air Handling Unit AHU-3 and Rooftop Units AC-1 and AC-2 serving Operations Room and Display Maintenance/ETG Lab will be disconnected from the respective controllers, extended and rewired to the new control panels. All existing safety interlock wiring will be disconnected and protected during existing panel demolition and reconnected to respective new control panel. Each unit will be controlled by a single controller with a separate control power source to avoid a situation where the loss of one controller or power would cause the failure of more than one unit. This will provide for true redundancy in this critical area of the facility. The existing duct temperature sensors will be replaced with temperature sensors that are compatible with new BAS controllers. For AHU-3, the existing 3-way control valves serving the cooling and heating coils will be replaced with 2-way control valves actuated by electric actuators. The space humidity and duct static pressures will be monitored by the BAS and critical alarms will be generated if the system cannot maintain these conditions within the desired range.
A VFD with an across the line starter (bypass) will be provided for AHU-3 supply and return air fans. The VFD bypass will energize the equipment directly under all conditions except after activation of a freeze protection thermostat, duct smoke detector, or other safety type device.
Safety devices will also de-energize equipment in the Auto mode.
The existing controls associated with terminal VAV boxes serving Operations Room and Display Maintenance/ETG Lab will be removed and replaced with new DDC controllers and control devices including space temperature sensors. The VAV box controllers will be connected to the BAS network for remote control and monitoring. The space temperature will be monitored by the BAS and critical alarms will be generated if the system cannot maintain temperatures within the desired range.
Administration and General Office Area The existing controls associated with Multi Zone Air Handling Units AHU-1, AHU-2, and AHU-5; including control panels, pneumatic control devices, conduit, wiring and pneumatic tubing; will be disconnected and removed. The pneumatic tubing will be demolished back to pneumatic main air tubing and capped to prevent air leaks. A new control panel will be provided to control and monitor each existing air handling unit. Each unit will be controlled by a single controller with a separate control power source to avoid a situation where the loss of power would cause the failure of more than one unit. Each unit controller will be placed in occupied or unoccupied mode based on command signal from DDC system according to a user definable time schedule. Field control system hardware which consists of duct temperature sensors, two-way control valves, and electric actuators will be provided as required for existing air handling units and connected to the new control panels.
