Question & Answers

Page | 2

1) Does the proposed scope of work for the SIB and AIB follow the Master Plan

“Preferred Alternative F” currently posted to the Smithsonian’s website?

Yes, it does follow Preferred Alternative “F”.

https://www.southmallcampus.si.edu/project-overview.html

2) Please indicate the proposed space program for the interiors of the SIB and AIB.

The space program for AIB is now in its final stages. The building will be an

Exhibition Hall, not a Museum. Except for one gallery, the rest of the building will hold exhibits that do not require the extreme temperature and humidity control required of Museums. Work spaces, cafeteria and retail are have been identified in the program, as well as back of the house spaces for the operation of the building.

The space program for the SIB started not long ago and will be completed around the time of the Design AE selection. It is anticipated that it will follow the recommendations in space use noted in Alternative “F” of the Master Plan. The programming for these two buildings started before the decision was made to combine them into one project. Therefore, the selected AE first task will be the review of these programs and the consolidation of some functions that may be shared.

3) Does the scope of work include full completion of interiors including fit-out of exhibits?

The completion of interiors, in particular because these are historic interiors, are part of the project. We do not anticipate the exhibits being part of the fit-out.

4) Will there be a pre-bid walkthrough to the facility?

There is no bidding involved. This notification is a Request for Qualifications only.

Firms submitting qualifications are welcome to visit those portions of the site and buildings open to the public. There will be no special tours provided.

5) If awarded the project, and setting up a temporary project office in one our consultants’ office would comply with the “Location of the Office Performing the

Work” selection criteria.

Arrangement for office space is of no concern to SI as long as the “key prime staff” is assigned to work in the area.

6) Selection Criteria should be addressed within, or in addition to the SF330?

https://www.southmallcampus.si.edu/project-overview.html

Page | 3

The “Selection Criteria” should be addressed within the SF330.

7) Will there be an RFQ to follow solicitation number 33330219RF0010014?

Solicitation number 33330219RF0010014 is an RFQ (Request for Qualifications).

An RFP (Request for Proposal) will be issued to the selected firm for award.

8) In the Section 2 Services do all 10 of our projects need to have included all of the listed items? Or can it be that of the 10 projects all of those five requirements are covered?

All requirements must be covered amongst all the projects selected. All projects do not need to include all the requirements under “Services”.

9) If we are contemplating a JV, can half of the projects be from one team and half be from the other team and that will be acceptable?

All the projects must be from the entity submitting the RFQ. The distribution of the projects among its members is of no concern to the SI.

10) If we are contemplating a JV, what would need to be included in our response to indicate that this is the relationship we are proposing? Are there specific requirements?

SI would review the skills of the entity as a whole, and the distribution of responsibility for the various tasks to ensure that the qualified partner will be responsible for the specific task. Ultimately, the entire JV entity will be held responsible for the performance of the work.

11) Is the submittal limited to a certain page size, such as 8.5” x 11”? Do larger page sizes, count as more than one page, such as 11” x 17”?

11” x 17” is two times 8.5” x 11”, therefore the size counts as two pages.

12) Will the Smithsonian Institution provide point cloud information to the winning team?

The Smithsonian Institution will provide existing BIM models, in their current state, for both the Smithsonian Institution Building and the Arts and Industries Building.

13) Will you consider A/E projects comparable in size and complexity that have completed 100% design in the last seven years, but have not completed construction, to be eligible Section F projects?

No. For consideration, projects must be substantially constructed as well.

Page | 4

14) The solicitation notes that a “proposed Work Management and Design Quality

Management Plan shall be submitted with the SF 330.” Should the plan be included in Section H? Will the plan count toward the 125-page limit?

Yes, it may be included in Section H – Additional Information. It will count towards the 125-page limit.

15) Will the SF330 Part II forms count toward the 125-page limit?

Yes, all parts of the SF 330 will count toward the 125-page limit.

16) The solicitation notes that “margins shall not be less than one inch,” however, the margins of the SF 330 form are less than one inch. Will you accept a submission that utilizes margins that are less than one inch?

The form need not be altered to meet the one inch margin limit. The margins for all other information formatted by the AE “shall not be less than one inch.”

17) What is the anticipated project budget?

Project Budget is estimated at $650M.

18) What is the anticipated project schedule?

It is anticipated that the AE selection will be completed in July and will be under contract before the end of the year. We estimate 3 years of Design and 4 years of

Construction.

19) What consultants does the Smithsonian anticipate holding directly?

All consultants need to be provided by the AE team. At this time the SI is not considering retaining any consultant for the disciplines listed under “Services”.

20) Will the Smithsonian be providing a survey and geotechnical report?

The SI will provide a topographic and utility survey in preparation by AMT. No current geotechnical report will be provided.

21) For the Geotechnical services, does this include geotechnical probes/analysis, as well as support of excavation?

The Geotechnical services are expected to include geotechnical probes/analysis in such detail that it will be useful to the Contractor in the design of the Support of Excavation Wall.

22) Will a detailed programming study be required of the selected team?

The space program for AIB is now in its final stages. The building will be an

Exhibition Hall, not a Museum. Except for one gallery, the rest of the building will

Page | 5 hold exhibits that do not require the extreme temperature and humidity control required of Museums.

23) We understand that the Master Plan has been approved by CFA and NCPC, will a project specific approval be required for this element of the master plan? Will that be part of the scope of the selected team?

Yes. Per Solicitation “Services”:

“ the A/E shall be required to prepare presentations of the proposed designs for review by various bodies including the Commission of Fine Arts (CFA), the National Capital Planning Commission (NCPC), and the D.C. Historic Preservation Review Board.“

24) Could you please confirm whether the Arts and Industries Building and the Castle will be go through distinct approvals (meaning separate approvals for each building).

At this time we anticipate that the entire project which encompass the Arts and Industries Building, the Castle, the Central Utilities Plant, and the underground loading dock will be presented for approval as one project.

25) Will the design team participate in approvals of the proposed design with the Smithsonian units?

Yes.

26) Are you able to share the construction budget?

Project Budget is estimated at $650M.

27) Are you able to share the project timeline and key milestones?

It is anticipated that the AE selection will be completed in July and will be under contract before the end of the year. We estimate 3 years of Design and 4 years of

Construction.

28) Are you able to share details of the support facilities that will be constructed as part of this project?

The entire project encompasses the Arts and Industries Building, the Castle, the Central Utilities Plant, and the underground loading dock.

29) Are there adjustments to Jefferson Drive include in the scope of services?

No adjustments to Jefferson Drive are included in the Scope of Services.

30) Are you hiring a pre-construction construction manager?

While no final decision has been made, we are contemplating hiring a pre-construction manager.

31) How do you define “Large Business” in response to this RFQ?

A large business is such that averages $7.5 million or more in annual receipts.

32) As part of the SF330 Form do you expect teams to provide a project specific design schedule?

No. This is a Request for Qualifications only.

33) The RFQ states that the A/E team must have an office within 30 miles of the project.

Can the architectural team use the office of one of the consultants?

Arrangement for office space is of no concern to SI as long as the “key prime staff” is assigned to work in the area.

34) Food Service and Retail Design - please further describe/ define scope of these discipline(s). Is SI looking for kitchen design and equipment selection? Or more conceptual layout of gift shop/retail store or more strategic merchandising/pricing type of consulting?

Yes. A full kitchen and retail consultant will be required for this project.

35) Wayfinding and Signage – Does this include both interior and exterior wayfinding and signage and will the design fall within SI guidelines for signage?

Yes it does include interior and exterior wayfinding. Exterior wayfinding will follow SI guidelines for signage.

36) Graphic Design – please further describe / define scope, for example does this include final digital artwork for exhibit panels and/or print collateral materials?

This includes graphic design for all presentations about this project, and artwork for signage. No artwork for exhibits.

37) Does the page count include cover letter, covers, and tabs? Given the number of consultants needed for this scope, are the Part IIs part of the page count?

The page count does NOT include cover letter, covers, and tabs, provided that is all they are. Pages for Part II are part of the page count.

38) What is the scope required of the exhibit designer on this team?

Page | 7

39) Please define the scope and expectations of materials handling.

It is expected that the team will be knowledgeable on design/systems needed for materials handling, such as loading docks, freight elevators and the like.

40) It is our understanding that a Joint Venture is permissible in pursuit of this project.

Provided the respective partner firms have agreed to the general terms and conditions of a Joint Venture, including the team structure and work management plan, insurance and liability requirements, is it acceptable to the Smithsonian that the expense involved in legally establishing the Joint Venture be deferred until notice of award?

JV is permissible and it must be established at award.

41) Given the size of the team and specialty consultants needed for this project, can the organization chart be provided on an 11 x 17 sheet of paper? And if so, can the organization chart be counted as one page?

11” x 17” is two times 8.5” x 11”, therefore the size counts as two pages.

42) Is there a set June date for the Interviews?

NO.

43) Does the Smithsonian intend to contract Cost Estimating Services through the

Design Team or direct?

Cost Estimating is listed under “Services” as one of the disciplines required to be provided by the AE.

44) Is there a list, or partial list, available of design teams who will respond to this RFQ?

The list of teams is not available to the public prior to AE selection. After selection and debrief a public notice of Award will be posted.

45) Are there any firms who are precluded from participating, either as the prime or as a subcontractor?

No-one is precluded from participation.

46) Given the highly specialized and technical qualifications needed to complete a renovation of structures of this age and significance, would SI consider lowering the required percentage of subcontracting dollars to be placed with Hub-zone small businesses from 8% to 3% as is typical of other federal contracts?

NO.

47) Would SI consider extending the location of an office within 30 miles to within 45 miles to encompass a second metropolitan area?

Page | 8
