Amendment #1 on RFP 33330218RT0010031 dated May 1, 2018, to design the East End Exhibits for the National Air and Space Museum provides revisions to the RFP, changes to the minimum requirement, and extends the time period for the submission of questions.
A.1 Replace section G.3.2. with the following:
The persons named above are considered key personnel. The Contractor shall give at least 14 calendar days advance notice if any of these persons are to be removed or diverted from this contract, and shall supply written justification as part of this notice, and shall name the proposed substitute or replacement for Smithsonian review and possible approval; but the Contractor will not remove or divert such persons unless authorized by written consent of the Contracting Officer.
A.2 Replace the minimum requirement with the following language:
This solicitation has a minimum requirement that offerors must demonstrate the capacity to design and manage a multimillion dollar scale exhibit of similar size and scope as the NASM East End exhibits.
Offerors must have worked with a diverse group of personnel, such as content developers, architects, curators, scientists, educators, design coordinators, writers, collections managers, facility managers, engineers, media producers, museum technical staff, and exhibit fabricators, etc. Demonstrate this capacity by showing the offeror’s prior experience from the past 7 years designing at least two complex exhibits that integrated objects, images, and multimedia. Both of the examples must be larger than
30,000 sq./ft.; and one of the examples must be larger than 40,000 sq./ft. One of the examples must have been fabricated and completed; the other can be in the process of fabrication. Note that subcontractor performance cannot satisfy the minimum requirement for the prime contractor.
A submission form to document the minimum experience is provided in the attachments under section
J.12 Past Performance Factor Templates.
A.3 Responses to questions on the minimum requirement:
1.Would you consider allowing both of our two project examples that are +65,000 sq ft to be either in progress or continuing projects?
Smithsonian Institution Response: We have changed the requirement to: One of the examples must have been fabricated and completed; the other can be in the process of fabrication. We have lowered the square footage requirement to: Both of the examples must be larger than 30,000 sq./ft. and one of the examples must be larger than 40,000 sq./ft.
2.Would you consider removing the timeframe stipulation of only allowing projects that were completed within the last 7 years?
Smithsonian Institution Response: No
3. If our team submits as a Joint-Venture with another firm, can this group be considered “the offeror”?
Smithsonian Institution Response: The Smithsonian will only contract with one legal entity so one firm must serve as the prime.
4. Does the 65,000 sq./ft. include the entire building/structure or only the exhibits area? Smithsonian
Institution Response: The 65,000 sq./ft refers only to the exhibits. We have lowered the square footage requirement to: Both of the examples must be larger than 30,000 sq./ft. and one of the examples must be larger than 40,000 sq./ft.
B. The time period for questions regarding the RFP has been extended to May 15, 2018 9:00 am EST.
