About this file
This is a Justification for Other Than Full and Open Competition (JOFOC) document from the Kennedy Center for a $615,000 sole-source contract to Tait USA for the Opera House Pit Lift Retrofit and Upgrade Project. The period of performance is from award through September 2025, funded through Capital Funding 919X.
The document justifies the sole-source award under FAR 6.302-1 (only one responsible source) because Tait's Navigator automated controls system, which manages theatrical systems in both the Opera House and Eisenhower Theaters, is proprietary technology that can only be upgraded by Tait. Phase 1 of the project will upgrade the existing Navigator system to the Atlas controls system, including upgrades to the main pit lift controls, main curtain and fire door controls, and lighting bridge controls. The Atlas system is backwards compatible with the existing Navigator system, allowing for a phased implementation approach. The justification notes that having a uniform controls system will simplify future expansions and streamline maintenance operations.

This project is Phase 1 of a planned effort to upgrade the existing automation controls system, Navigator, to the Atlas controls system and expand the system to integrate existing mechanically controlled systems. The Atlas controls system is the next generation of existing Navigator system and allows for the expansion of the system automation to enable the addition of systems that currently require manual operation. The new Atlas controls system is backwards compatible with the existing Navigator system and will allow existing systems to remain operational until they can be upgraded in future phases of the project.

3. State why the proposed contractor's unique qualifications or nature of the acquisition requires use of the authority cited:
The Kennedy Center currently uses the TAIT Navigation automated controls to manage multiple theatrical systems in both the Opera House and the Eisenhower Theaters. The existing system is a proprietary system that is wholly developed, provided, installed and commissioned by TAIT. The system cannot be upgraded by similar controls equipment by another vendor as it would not be compatible with the existing systems that are to remain in place.
Having a uniform controls system is beneficial to the Center as it will simplify the planned future expansions of the system and streamline the maintenance and operations of the systems providing a better overall value to the Center.
4. Price reasonableness:
TAIT will be providing turnkey services including design, installation and commissioning to upgrade the existing systems.
5. Is this requirement a continuation of previous effort?
This is a modification and upgrade to an existing in place system that has been developed and installed by TAIT.
6. Market Survey/Effort to Obtain Competition:
TAIT Navigator is a proprietary system that only TAIT provides and commissions. No other vendor is authorized or has the material to work on their proprietary system.
