Informal Justification for Other than Full and Open Competition

(JOFOC)

The Social Security Administration (SSA) requires continued subscription of maintenance for JReport Designer and Enterprise Server. This software is required for the next 12 months.

SSA uses JReport Design and Enterprise software as part of a z\os Websphere application called MIAR. MIAR is a Java-based application used to provide MI reports for SSA’s Business to Government (B2G) and Government-to-Government (G2G) applications, plus a limited number of Client to Government (C2G) applications, MI user community. The MI user community can create JReports in either a batch mode or real time by clicking on a report link. SSA has since created another platform for viewing MI report called Mi Central. The reports currently generated by MIAR will eventually be moved from MIAR to Mi Central.

Without this software, the SSA MI user community will not have a way of viewing MI reports generated in MIAR. This will prevent SSA employees from completing their work. SSA would have to purchase another Java-based MI reporting platform to view reports with until all reports are migrated to Mi Central.

This acquisition is being conducted under the authority of FAR 13.106-1(b)(1)(i) – “Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization).”

This software is proprietary. Only Jinfonet Software, Inc.; has access to the source code necessary to provide the required licenses and maintenance subscription, which are comprised of updates, upgrades, fixes and telephone support.
