"State Damage Prevention (SDP) Program Grants - FY 2020" Questions Submitted - WITH GOVERNMENT RESPONSES Notice of Funding Opportunity (NOFO) Number: 693JK320NF0006

NumberNOFO Section Being ReferencedQuestion or CommentResponse from the Government
1Could you clarify if non-profits are eligible. Each type of entity (including non-profits) is a potentially eligible applicant under SDP. However, actual eligibility for SDP grant funding will depend on whether the governor of a State with authority to participate in the oversight of pipeline transportation (pursuant to an annual 49 U.S.C. § 60105 certification or a 49 U.S.C. § 60106 agreement with PHMSA) has designated such an entity to act on its behalf. Thus, any entities (including non-profits) is eligible to apply for SDP if they have the proper designation from an eligible State governor. However, absent such a designation and proof thereof, that entity would NOT be eligible for grant funding under SDP. The above language has been added to the NOFO synopsis/landing page.
2Could you please define what is included in sponsorship in the bullet item: "Funds provided under this grant may not be used to fund membership dues, professional activity costs, and sponsorship of conferences or events organized by another entity"?"Sponsorship"refers to contributions to support an event organized by an entity other than the applicant, with little or no involvement in the event by the applicant. If the applicant is not involved in the planning and execution of the event, the cost of sponsorship would likely be unallowable.
3Would the following costs be considered eligible under the SDP grant program: A state Public Service Commission with a 60105 certification applies for the grant to reimburse another organization, the state Common Ground Alliance, for expenses incurred to provide a training at an event organized by the Common Ground Alliance?Costs for trainng could be considered allowable. In order for those costs to be considered, the applicant should provide a draft contract that specifies the exact deliverables that the organization is to provide, including as much detail as possible in terms of costs (for each category) as noted in the Notice of Funding Opportunity, as well as the type of trainng, intended audience, and other details specific to the deliverable(s).
4Would the following costs be considered eligible under the SDP grant program: A state Public Service Commission with a 60105 certification applies for the grant to directly pay for some of the expenses (for example venue rental) incurred to provide a training at an event organized by another organization, such as a state Common Ground Alliance?Costs associated with trainng, such as venue rental, could be considered allowable.
