About this file

This document is an Addendum to the Invitation for Bids (IFB) for the Air Park West WST Rehabilitation project in Hanover County, Virginia. The project involves the rehabilitation of an existing water storage tank, including replacement of the exterior coatings and structural modifications. The addendum provides answers to various questions received during the bid phase, clarifications on the scope of work, and a list of attendees from the pre-bid meeting. The desired mobilization date is as soon as the agreement with the successful bidder has been executed. Subcontractors must be identified in the bid response, and a joint venture structure is not allowed.

The addendum also notes that if the containment system cannot fit within the existing fence, the contractor shall remove and reinstall the fencing as necessary, with the associated costs included in the bid. Additionally, the exterior piping and portions of the inlet/outlet piping between the tank and the pump station building are to be included in the scope of work and receive the same coating system as the tank.

AIR PARK WEST WST REHABILITATION

HANOVER -COUNTY, VIRGINIA

The following additions, corrections, clarifications, and / or changes to the Contract Documents are to be made:

QUESTIONS received during the bid phase:

1. Do we need to remove the fence around the tank so we can install containment? If so, it is understood that we need to re-install to original condition.

Answer: Please refer to Clarification #1 below.

2. Please confirm who the third-party inspector will be on this project.

Answer: The third-party inspector for this project will be Quinn Consulting Services.

3. Where will the Contractor’s staging area be?

Answer: The Contractor can stage equipment in the grass area, inside the fence, beside the tank. Portions of the parking lot can also be available but will require coordination with the DPU and Fire/EMS staff. The Contractor shall return all areas to pre-construction condition or better prior to final payment. Contractor is also allowed to negotiate with adjacent property owners to allow them to use part of their property. However, the Contractor shall provide a signed copy of an agreement with the property owner and a release form stating the property was restored to a condition acceptable to the owner prior to final completion.

4. Can you please confirm how many feet away the electrical power lines are?

Answer: Based on the survey, the power lines appear to come within 14 feet of the tank.

5. When is the desired mobilization date?

Answer: The County is ready to move forward with awarding NTP as soon as the agreement with the successful bidder has been executed.

6. What is the estimated bid price?

Answer: There is a cost estimate included in the 2017 QCS Tank Evaluation Report included in the contract documents.

7. Can we get a list of the planholders?

Answer: There is not a planholders list, however, we have attached a list of attendees at the pre-bid meeting to this addendum.

8. Are there any antennas on the tank and if so, who is responsible for removing/protecting them?

Answer: There are no antennas on the tank.

9. We want to submit a bid as a Joint Venture by Agreement with 2 separate companies:

a. Company A: Contractor (Class A) posting the bond and financing for the project

b. Company B: Contractor (Class A and QP1 / QP2 certified) providing personnel, oversight and equipment for project

c. Is it possible to submit a bid with this agreement and structure in place? Both companies have adequate insurance policies for project.

Answer: The short answer is a joint venture shall not be allowed; however, the Contractor may utilize the other company as subcontractor. All subcontractors shall be included/identified in

Section 00060 and submitted along with the Bid Response.

CLARIFICATIONS:

1. If the containment system cannot fit within the existing fence, the Contractor shall remove existing fencing as necessary and provide temporary fencing during construction. The Contractor shall coordinate with DPU staff on placement of containment and temporary fencing to ensure no adverse effects occur on operations of the adjacent fire station. The Contractor shall be responsible for reinstalling existing fencing after construction is complete and restoring the site to pre-construction conditions or better. The cost for this, if necessary, shall be borne by the

Contractor and shall be included in Bid Line Item #1 (Tank Coating Replacement).

2. Photos #9-#12, & #15 in the 2017 QCS Tank Evaluation report shows the exterior piping that is to be included in the scope of work. The tank drain piping shall receive the same exterior coating system as the tank. The portions of the inlet/outlet piping between the tank and the pump station building shall receive an acrylic coating

(matching in color) on the exposed insulation portions.

All other parts of the Contract/Bid Documents remain unaltered by this Addendum. Bidders must acknowledge receipt of this Addendum on the Bid Form.
