SCOPE OF WORK

Airport Traffic Control Tower and Base Building Facility In Kenner, Louisiana (MSY ATCT)

Fall 2018

SCOPE OF WORK

General requirements for all systems

1. Provide and install a BACnet based Building Automation System (BAS) to control and monitor the HVAC equipment in the Airport Traffic Control Tower (ATCT), base building and adjacent power building. This installation will replace the existing control system currently controlling and monitoring the HVAC system and other building systems throughout the ATCT. The contractor shall work with the FAA engineering and facility personnel to provide a final design for approval.

2. Provide and install select HVAC equipment for the ATCT, base building, E/G and UPS building.

3. Clean all existing ductwork systems and associated turning vanes, dampers, coils, VAV boxes, drain pans, plenums, diffusers, registers, grilles and louvers that will not be replaced. Repair any damaged, leaking, or missing ductwork and insulation. Contractor is required to use a company, which is a regular member in good standing of NADCA (National Air Duct Cleaners Association) with a staff of at least one Certified Air System Cleaning Specialist (ASCS).

4. Provide Testing, Adjusting and Balancing with report by a certified TABB contractor for the HVAC system after BAS and equipment replacement is complete.

5. Provide commissioning of HVAC systems.

6. Provide auxiliary tools, spare parts, redline drawings, closeout documentation, training, O&M manuals etc. as required in the specifications and contract.

B.

The following outlines the specific scope of work for each building. Install BAS concurrently with HVAC equipment.

Airport Traffic Control Tower (ATCT)

1. Replace AHU-1, AHU-2, and AHU-3 with RF-1 and RF-2 located in the ATCT level 9 (Subjunction 3). AHU-1 with RF-1 provides cooling for the equipment rooms on level 10 and 11 (Subjunction 1 and 2). AHU-2 and AHU-3 with RF-2 are redundant units providing cooling for the Cab level and level 12 (Junction Level).

2. Replace CU-1 located in the ATCT level 8 (Upper Chase Access Level Plan A), CU-2, and CU-3 located in the ATCT level 7 (Upper Chase Access Level Plan B).

3. Replace all refrigerant piping. Insulate new piping with flexible elastomeric pipe insulation and install new aluminum pipe insulation jacket. Seal floor penetrations.

4. Replace existing refrigerant pipe ladder on level 7 and level 8. Each ladder will be constructed to span floor to underside of level above, rigidly constructed, and corrosion resistant. Securely attach refrigerant pipe and isolate dissimilar metals.

5. Demo 2 electric humidifiers H-1, H-2 and associated circuit, piping, dispersion grids and sensors on Level 9 (Subjunction 3).

6. Replace all electric duct heaters in ATCT level 9 and level 12.

7. Install split ductless air conditioning units. Mount condensing units on balcony and high wall indoor units as shown on drawings. Demo four 36,000 BTU thru-the-wall AC units on ATCT level 10 (Subjunction 2) and level 11 (Subjunction 1). Repair wall with insulated panel.

Base Building

1. Replace CU-1 50 ton condensing unit serving AHU-1 multizone for base building administration area.

a) Replace all refrigerant piping. Reroute new hot gas bypass next to vapor and liquid refrigerant lines.

b) Replace evaporator coil and all refrigerant accessories in AHU-1.

2. Replace constant volume fan motor in AHU-1 with a variable volume motor and VFD controller.

3. Replace 3-way modulating hot water valve on AHU-1 heating coil.

4. Replace isolation dampers and actuators between AHU-1 and AHU-4.

5. Replace all actuators, sensors, gauges, thermostats, and control panels.

6. Replace electric boiler (B-1), hot water heating coil and modulating 3-way valve in AHU-1.

7. Replace all VAV bypass style boxes and thermostats with new Single-Duct VAV terminal units with electric reheat. Existing VAV-1 through 4 are shown on the schedule. Size units to match the required airflow. New units shall include single stage electric heat with pulse-width modulation electric heat control. Trane model VCEF or equal.

8. Demo CU-7 and AHU-7 and all associated electrical circuits, refrigerant piping, ductwork and sensors. Repair all finishes. CU-7 is located on the NW side of building and AHU-7 is located in ceiling space above equipment room 116.

9. Replace CU-8 and AHU-8. Replace all associated electrical circuits, refrigerant piping, and sensors. Repair all finishes. Replace all refrigerant piping insulation and jacket. CU-8 is located on the NW side of building and AHU-8 is located in ceiling space above ETG lab room 136.

10. Demo electric humidifier and associated circuit, piping, dispersion grids and sensors in mechanical room 122.

11. AHU-4 provides backup conditioning to TRACON control room when AHU-1 fails. Replace 2 duct isolation dampers and actuators at duct connection.

12. Replace restroom and locker room exhaust fans EF-10 and EF-11.

Engine Generator Building

1. Replace AHU-3 and AHU-4 Marvair units. Provide and install new manufacturer’s redundant unit controller. New panel shall be integrated into the new BAS control system.

2. Replace CU-5 and AHU-5. Reuse all associated electrical circuits, refrigerant piping, and ductwork. Repair all finishes. AHU-5 is located in ceiling space above room 102.

3. Replace EF-12 2-speed exhaust fan with discharge damper and damper motor. Replace intake damper motor.
