The contractor must provide and deliver a QuantumFlo Prodigy Series duplex booster pump system with the following specifications: 70 GPM per pump (140 GPM total system flow), 5 HP motors, 59 PSI boost pressure, 208-volt three-phase 60 Hz power, end suction centrifugal pumps with 304 stainless steel construction, NSF 61 certified components, and an integrated iQFlo 3.0 touchscreen control system with variable frequency drives. The system includes suction and discharge pressure monitors, low-level cutout switches, isolation vibration pads, and optional tank level monitoring capabilities. All components must be NSF 61 and NSF 372 compliant for potable water applications. Work must be scheduled during normal operating hours (7:00 AM to 3:00 PM Monday–Friday, excluding federal holidays) to minimize facility disruption. The contractor shall provide a work schedule, coordinate with three designated Coast Guard points of contact for facility access, comply with OSHA safety regulations, and provide a one-year warranty on all workmanship from the date of substantial completion. Security requirements include background checks for all personnel, use of American citizens or permanent resident aliens only, company identification for all workers, and adherence to base traffic regulations and general facility rules. The contractor must notify the Coast Guard one week in advance of any planned outages and obtain written approval from the Contracting Officer before performing any work incurring additional costs to the government.

[Automation]
For interfacing with the system, a 7” WVGA 800x480 TFT analog resistive touchscreen with built-in Intel Atom processor is used. This screen is not only the HMI but is also the main computer controller and is not to be confused with a separate HMI and PLC system.
I/O is handled via the high-density “slice” modules which serve to interpret digital and analog signals and sensors. These signals are converted and communicated using a no-loss bus system to the main touchscreen controller at extremely high speeds.
All of the low voltage automation components are powered by a 5A 24VDC switch mode power supply.
This unit has a green status indicator and is short-circuit proof (meaning that it will not fail even if there is a downstream short) and has a metal housing to help better dissipate heat.

[Tank Level Monitoring]
Tank Level Sensor & Relay
The optional "Tank Level Monitoring" feature is handy if the booster needs to monitor the actual water level within the break tank that it is pulling water from.
Instead of relying on a secondary panel and sensors to accomplish this, this feature will constantly monitor the break tank level and will control up to two dry contact 10A relays. These relays can be used for sending BMS trigger points that can annunciate an alarm or connect a set of actuated valves to these relays for full "Tank Level Management" where the booster's software can be used to fully monitor and control the automatic refilling of the break tank without the need for any additional panels, sensors, or installations. The standard sensor can read up to 9.8 feet. Other sizes available.
Break Tank Setup Page
The "Tank Level Monitoring" option allows the user to field adjust the level points within the software (either for alarm annunciation or valve control). As the level drops to the first preset level %, "Valve 1" turns on/opens. If the level continues to drop while "Valve 1" is on/open, then at the next preset level %, "Valve 2" turns on/opens. Both valves will remain on/open until the water level rises up to the "Off Value" %. Once the level begins to drop, the sequence will start over. The relays (and connected valves) in this option do not alternate positions. This feature must first be calibrated once a known water level is in the tank (see IOM manual for details). If a monitoring protocol is selected, then the current tank level and relay/valve levels are ported to BMS.

[Variable Frequency Drive]
VFD Model Item #
F.C. 5hp 20.19828
Most systems 230/208v up to 20hp and 460v up to 30hp and 575v up to 20hp will use a micro VFD which are 6-pulse style sensor-less vector controlled that have conformal coated PC boards for extra protection against humid environments. VFDs are dual rated for constant torque loads (P-HD) or variable torque loads (P-ND) and are temperature rated to 50°C (122°F) ambient without the need for derating. 100kAIC SCCR values are also standard at all three voltage classes.
For systems larger than the above, a full-sized VFD is utilized.
Due to supply chain deficiencies, VFD brand can either be ABB, Invertek or Danfoss. All offer the same exact performance.

[Branch Protection]
Branch Fuse Size[A] Item #
20A CC Fuse 20.21018 (3) + 20.21003
A fused compact circuit protector (CCP-CC) is used for the branch protection. This style of CCP utilizes the very common CC-type fuses. Unlike resettable thermal/magnetic circuit breakers, fuses have benefits of being much faster at protecting against over currents and also have much higher SCCR values which is important for offering higher protection for personnel and equipment.

[Surge Suppression Unit]
All QuantumFlo VFD or starter control panels come with a factory installed surge suppression unit. These units are designed to reduce space, cost and downtime for OEM UL508A control panel applications.
Some features of the units include:
Type 1 UL 1449 3rd Edition listed Short circuit current rating (SCCR) of 200 kAIC Voltages from 120 to 600 Vac Peak surge current (Imax) rating of 45 kA NEMA 4X UV resistant enclosure RoHS compliant
The unit is mounted externally at the top right of the enclosure and includes an LED lamp for quick and easy status indication. Green = “protection enabled” while Red = “protection expired” – needs replacing

[Pressure Monitor]
Suction Pressure Monitor:
A high quality suction pressure monitor is used to continually sense and display incoming suction pressures. This unit has three features built into it: a digital pressure gauge, a digital pressure switch and an analog pressure transducer. The digital switch feature is used as the LSCO for city-fed supplied systems. For tank fed systems, this feature is not used and is replaced by the separate low water detection switch (mounted on suction header and wired to control panel). See separate submittal sheet for this device. The LSCO shuts down the pump(s) in the event of low incoming water pressure in order to prevent the pump(s) from running dry which can damage the seals. 316SS contruction, 1,087 psi maximum working pressure and 176*F maximum working temperature.
Discharge Pressure Monitor:
A high quality discharge pressure monitor is used to continually sense and display outgoing discharge pressures. This unit has three features built into it: a digital pressure gauge, a digital pressure switch and an analog pressure transducer. The digital switch feature is used as the HSCO for secondary system pressure protection. This will shut down all VFDs simultaneously in the event the pressure becomes dangerously high. 316SS contruction, 1,087 psi maximum working pressure and 176*F maximum working temperature.
2664 Jewett Lane www.quantumflo.com Sanford, FL 32771, USA2664 Jewett Lane www.quantumflo.com Sanford, FL 32771, USA
[Low Level Cut Out]
For tank-fed boosters, the suction pressure switch (that is built into the suction pressure monitor) cannot be used to detect low tank level, thus a new style water detection switch is now factory mounted and wired to the booster's suction header. This replaces the old style float switch that had to be field installed into the break tank (day tank) and properly tethered and wired back to the booster. With this new style switch, there is no more concern whether the float switch was installed or tethered properly or even wired as this is now 100% installed, wired and tested by QuantumFlo!
