1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; this is a Request for Quotation (RFQ) and a written solicitation will not be issued.
2. This solicitation is being issued as a Request for Quotation (RFQ).
This solicitation document and incorporated provisions and clauses are those in effect through:

Description:
The 316 OSS requires procurement of TEMPO DataScout 10G (Model: DS10G-Combo-Everything) to provide critical test equipment for support of Air Traffic Control (ATC) communications systems, both analog and digital connectivity, including but not limited to radios, communications consoles, communications lines, Navigational Aids (NavAids), and digital voice recorders. A summary of the Physical and Essential Characteristics has been provided below, but please refer to Attachment 1 to this Combined Synopsis/Solicitation for more Salient Characteristics.
Physical characteristics = Size: 10 x 6.5 x 2.2 inches (WxHxD) 254 x 165 x 56 millimeters (WxHxD) • Weight: 0.91 kg (2.0 lbs) minimum 1.36 kg (3.0 lbs) maximum
Essential Characteristics = The equipment must be man-portable and provide Loopback, Latency, Return Loss, Noise & Bit Error Rate Tests for the following connection types: • Ethernet (10/100) Copper • Fast Ethernet (100) Fiber SFP • Dual Gigabit Ethernet (1000) Copper • Dual Gigabit Ethernet (1000) Fiber • Dual 10 Gigabit Ethernet Fiber • DS3 • DS1/FT1/E1 • 2-Wire • 4-Wire

Combined Synopsis/Solicitation
FAR provision 52.212-1, Instructions to Offerors – Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(b)(1), the following addendum is provided for this solicitation and hereby amends any language therein:

All instructions, templates, and formats contained herein shall explicitly be adhered to; otherwise, a quote is determined to be incomplete and shall not be considered for award.
If you are the apparent awardee, the Government will notify you immediately by sending a copy of the contract for your signature. The signed contract shall be returned to the Government within 48 hours once it is received and will then be distributed once the contract is countersigned by the Contracting Officer and awarded. If you do not meet the required deadline, the Government reserves the right to award to the next technically acceptable offeror.
1. Quotes in response to this solicitation must be submitted via email to the POC and Contracting Officer listed above no later than the established deadline.

4. Offers shall be emailed to TSgt Andrea Begens / andrea.begens@us.af.mil and Alexis Huggins / alexis.huggins@us.af.mil. Do not post offers to SAM.gov. Failure to respond to both emails may result in being technically unacceptable. All interested parties must be registered in System for Award Management (SAM.gov) in order to receive an award.
FAR provision 52.212-2, Evaluation – Commercial Products and Commercial Services, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein:
(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
- Price
- Technical Acceptability (evaluated through quote being in accordance with solicitation and Salient Characteristics)
(b) A written notice of award or acceptance of an offer, emailed to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.
