About this file

This is a Group Specification document issued by the State of New York Executive Department, Office of General Services, Procurement Services, for Commodity Group 31555 covering Liquid Bituminous Materials for 2026 VPP NYSDOT Specific Projects using Federal and State Funds. The specification, numbered 947 and dated November 14, 2023, supersedes the previous specification (SPEC-940 from October 30, 2019) and applies to projects undertaken by State and non-State agencies utilizing liquid bituminous materials supplied through NYS Department of Transportation approved sources.

The specification establishes requirements for liquid bituminous materials, primarily asphalt emulsions, that must be sourced from NYS NYSDOT-approved primary source facilities listed on the approved vendor list. Suppliers must maintain manufacturing facilities approved by NYSDOT and possess minimum storage capacity of 10,000 gallons per tank for each emulsion type, with equipment capable of maintaining material homogeneity and heating materials to proper application temperatures. All materials must be sampled, tested, inspected, and certified in accordance with NYSDOT Materials Method 702-2 Asphalt Emulsion Quality Assurance. Quantity measurement and documentation requirements include truck scales or meters tested annually for accuracy, with digitally printed tickets documenting facility identification, ticket number, date/time, item type, and quantity measured in 60-degree Fahrenheit gallons. NYSDOT reserves the right to inspect supply facilities and equipment at any time, with deficiencies requiring correction within ten days or triggering contractor default.
