SCOPE

The Contractor shall provide voice telecommunication services, including emergency and backup service, to the demarcation point of the NRC Resident Inspector office at the D.C. Cook Nuclear Power Plant located 7700 Red Arrow Highway, Stevensville, MI 49127-9726.

COMPLIANCE REQUIREMENTS

The Contractor shall provide services in accordance with the rates, terms, and conditions set forth in the applicable Tariffs of the Contractor, as filed with, and approved by, the local or state Public Utility Commission and/or the Federal Communications Commission.

Contractor services shall be in conformance with all applicable accepted Industry and Federal standards, such as those standards maintained or established by the Telecommunications Industries Association and Federal Communications Commission. In addition, Contractor work shall meet the standards established in the National Electric Code, Local Building Code, National Fire Code, and State and Local Fire Codes.

TECHNICAL REQUIREMENTS

The Contractor shall provide dial tone and voice connectivity for three (3) analog lines. The Contractor shall provide voice telecommunication services, including emergency and backup service, to the demarcation point of the NRC Resident Inspector Office. The Contractor shall provide number portability for all phone numbers in use at the NRC Resident Office location. FTS PIC code for long distance is 222 and shall be programmed as such.

The Technical Requirements may be adjusted as appropriate due to telecommunication configurations in the Resident Office.

The Contractor shall provide number portability for all phone numbers currently in use at the designated location.

The current analog numbers are: (269) 465-3727, (269) 465-3360, (269) 465-4527.

The Contractor shall provide 24-hour emergency maintenance service for equipment and to support connectivity, 7 days a week, 365 days a year. Emergency maintenance will be requested by verbal and/or written request from the NRC Contracting Officer Representative (COR), Alternate COR or authorized user. The Contractor shall provide all contractor-furnished services and equipment, trouble and/or fault isolation and diagnostic testing in accordance with industry standards and shall initiate corrective action after notifying the COR, Alternate COR or authorized user.

When it is determined that NRC equipment is at fault for a specific problem, the Contractor’s technician shall note on the work order the specific problem, the actions taken to determine the source of the fault, and shall notify the NRC COR immediately. If, in performing the repair or follow-up, it is determined that the specific problem was actually related to Contractor-provided equipment or service, charges to NRC for correction of the fault shall be credited on the subsequent monthly invoice.

The Contractor may be required to coordinate with other NRC service providers in conjunction with the NRC COR or Alternate COR in order to correct problems and restore communications.

The Contractor shall not make modifications, alterations, or changes to any existing NRC telecommunications configuration unless authorized by the NRC COR or Alternate COR.

The Contractor shall not disable, bypass or otherwise render inoperative, any safety device within the NRC telecommunications configuration.

The Contractor shall report to the NRC COR any situation that could cause system failure or the degradation of telecommunications services and recommend possible corrective action.

Within 1 working day of contract award, the Contractor shall provide the NRC COR and Alternate CORs with procedures to be used to obtain services outside of the Region III normal business hours and in emergency situations. The procedures shall include a primary and alternate telephone number and name(s) of individuals to contact. For the Region III office, normal business hours are 7:00 a.m. to 4:15 p.m. Central Standard Time.
