The purpose of Amendment 2 is to publish responses to questions recieved on or before May

1, 2019 at 5:00pm. This amendment also extends the offer due date from May 9, 2019 to May 16, 2019 at 5:00 pm EST.

All other terms and conditions remain unchanged.

1. Block 10 of the SF1449 indicates that this procurement is unrestricted; however, on page 21 of the solicitation item 14 is checked, indicating that this is a total small business set-a-side. Which is correct? NRC Response: This is an unrestricted procurement (Full & Open Competition).

This amendment removes FAR Clause 52.219-6 from the solicitation.

2. The solicitation specifies a ceiling of $25,000 for travel/ODCs over the life of the contract. If it is the contractor’s practice to apply G&A to travel and ODCs, is the $25,000 ceiling inclusive of the contractor’s G&A, or is the contractor’s? NRC Response: The travel/ODC’s shall not exceed $25,000.00 over the life of this contract.

3. Page 75 indicates that there is one labor category for this work, and that offerors may submit one or more individuals to fill this labor category. Can we add labor categories to this list, e.g., for support personnel such as admin staff or technical editors? If so, how should we present this information in our proposal, and would the hours for such support come from the 450 hours stated in the RFP, or be added to those hours? NRC Response: Yes, the offeror may propose additional labor categories. The overall hour ceilings outlined in the solicitation still apply.

4. Task 1 states that the contractor shall collaborate with NRC staff identified by the COR on streamlining efforts. Activities under this task include reviewing past EISs for opportunities to improve or streamline future processes. To that end, interviewing NRC staff with knowledge of past EIS processes would likely be informative. Will NRC make key staff knowledgeable about these past reviews available for interviews? NRC Response: Yes, the contractor is expected to work collaboratively with the NRC staff and may interview the staff as necessary.

5. Page 75 states that “Offerors shall submit at least two (2) references for contracts that are similar in scope to this requirement that were performed in the past five (3) years.” Please verify it’s 5 years and is not (3). NRC Response: Should read “past five (5) years.”

6. Our team members have a combined experience in nuclear engineering and environmental science preparing environmental impact statements or other NEPA documentation in accordance with 10 CFR Part 51. If our team members' combined experience of about 60 years is over both the 15-year (nuclear engineering or science) and 10 year (minimum years of professional experience in environmental science) thresholds, will this be accepted?

NRC Response: Yes, per the solicitation, section C.4 the key personnel minimum requirement for the Senior Consultant/Nuclear Environmental Subject Matter Expert is 15 years professional experience in nuclear engineering or science which includes 10 years of professional experience in environmental science, preparing environmental impact statements (EISs) or other NEPA documentation in accordance with 10 CFR Part 51 and other NRC licensing regulations, or preparing environmental reports or technical background studies as part of licensing applications to the NRC. The overall hour ceilings outlined in the solicitation still apply.
