About this file

This document is a Statement of Work (SOW) for two Cutter Line Insulation Monitor (LIM) Cabinets for the U.S. Coast Guard's Fast Response Cutters located at Base Guam in Santa-Rita, Guam. The U.S. Coast Guard intends to sole-source the contract to ESL Power Systems, Inc., citing their specialized expertise in constructing short tie equipment that meets specific Coast Guard electrical requirements. The cabinets must be manufactured to precise specifications, including 14GA 304 domestic stainless steel construction, powder-coated finish, and specific electrical configurations of 6A at 450VAC three-phase and 6A at 480VAC one-phase.

The SOW details comprehensive requirements for the LIM cabinets, including internal components such as transformers, switches, relays, warning lights, alarm horns, and surge protection devices. The supplier is responsible for packaging, transportation to the designated location at 1 Victor Pier Santa-Rita, Guam, and must provide a detailed shipping manifest. Submittal requirements include a complete material list, shop drawings, component data sheets, and shipping information. The cabinets must comply with various standards including NFPA, UL, IEEE, and U.S. Coast Guard Configuration Standard Technical Order, with all materials required to be new and free from defects.
