About this file

This document is a Statement of Work (SOW) for repairing and restoring pool shade structures at the Rio Bayamon Housing facility for the U.S. Coast Guard Base in San Juan, Puerto Rico. The project involves comprehensive restoration of one large pavilion, three small pavilions, and a child pool sunshade structure, with specific requirements for surface preparation, painting, and corrosion protection of metal components. Key specifications include pressure washing galvanized steel columns and roof framing, removing rust and oxidation, applying rust-inhibitive primer, and coating with two layers of exterior-grade paint suitable for coastal environments.

The SOW details precise technical requirements, including using Sherwin-Williams Pro Industrial High Performance Epoxy paint system, ensuring low-VOC compliance, and preventing galvanic corrosion between dissimilar metals. Contractor qualifications include a minimum of four years of experience in general construction and metal/painting work. The project requires coordination with USCG Engineering Department, daily progress reporting, photo documentation, and a minimum one-year warranty on coatings and workmanship. The work is to be completed within 15 days of the notice to proceed, with work hours restricted to 7:00 am - 4:00 pm Monday through Friday.

Statement of Work

Description of Work:

The Contractor shall furnish all labor, materials, equipment, and supervision necessary to clean, restore, and protect exposed metal components of the pavilion “bohíos” and child pool sunshade structure. Work includes surface preparation, painting, minor metal repairs, and corrosion protection for galvanized steel framing, columns, and associated hardware. Gutters and downspouts are present only on the large pavilion” bohio”.

A. POOL PAVILLIONS AND CHILD SUNSHADE STRUCTURE PAINT

Dimension Large Pavilion: 18’-0” X 17’-6” x 7’-0” up top of concrete column (1 ea.)

Dimension Small Pavilion: 12’-0” x 12”-0’ x 7”-0” up to top of column (3 ea.)

Dimension Sunshade: See attached drawing

1.The work consists of, but is not limited to the following:

• Surface Preparation: Pressure wash all exposed) galvanized steel columns and roof framing.

• Remove rust, oxidation, and loose coatings using wire brushing or mechanical abrasion.

• Painting: • Apply rust-inhibitive primer and two coats of exterior-grade paint suitable for coastal environments entirely inside and outside. Match with existing “blue paint” except for the large pavilion “bohio” gutter and downspout that shall be color “white”. See specifications 3.

Coatings for details.

• Flashing and Fasteners: • Inspect flashing at column bases and roof joints; replace deteriorated metal flashing. The materials installed need to take into account to avoid “galvanic corrosion”, therefore provide separation materials for dissimilar metals.

• Verify all fasteners are stainless or galvanized; replace corroded hardware. Same reference as above for the “Flashing and Fasteners”.

• Rainwater Leaders (Large Pavilion Only): Clean and test gutters and downspouts for proper flow and secure attachment.

• Replace damaged sections with galvanized or aluminum components, or provide a complete replacement painted white, ensuring proper slope and discharge.

B. Child Pool Sunshade Structure (1 ea.):

• Steel Frame Restoration: Clean and repaint all galvanized steel columns and framing members entirely. See specifications for details.

• Corrosion Protection: Apply bituminous separation between dissimilar metals where applicable.

• Ensure all coatings are low-VOC and compliant with EPA and OSHA standards.

2. Materials & Standards:

• Paints & Coatings: Rust-inhibitive primer: MIL-DTL-24441 or equivalent.

• Exterior topcoat: Polyurethane or acrylic enamel, ASTM D1010 compliant.

• Fasteners & Anchors: Stainless steel or hot dip galvanized per ASTM A153.

• Flashing & Drainage (Large Pavilion Only): Galvanized steel or aluminum flashing with bituminous separation.

• Gutters/downspouts: Min. 4” diameter or equivalent in area.

3. Execution & Coordination:

• Coordinate work schedule with USCG site representative to minimize disruption.

• Protect adjacent surfaces and landscaping during operations including the child pool, protect from over spraying to adjacent structures. No painting during high winds or rain events.

• Dispose of all debris, paint chips, and wash water per EPA/ PREQB federal and local regulations.

4. Documentation:

• Daily progress reports and photo documentation.

• Final inspection checklist signed by USCG representative.
