About this file

This document is a U.S. Coast Guard Justification for Other Than Full and Open Competition using Simplified Acquisition Procedures (SAP). The Coast Guard seeks specialized climbing training for technicians from Gravitec Systems in Poulsbo, WA, with an estimated total value of $48,030.00. The training is specifically for Coast Guard technicians to become Fall Protection Program Managers or Competent Climbers, covering safe climbing techniques, proper equipment inspection and use, and rescue procedures for masts and towers.

The justification is based on FAR 13.106-1(b)(1) for "only one source reasonably available", as the Coast Guard Shore Infrastructure Logistic Center has approved only two vendors for this training, and Learn to Return Training lacks a System for Award Management (SAM) registration. Market research confirms Gravitec Systems is the sole authorized provider, with the contracting officer using market research to determine fair and reasonable pricing. The purchase request number is 31120PR250000111, and the training is in accordance with the Coast Guard Fall Protection Program requirements.
