About this file

Summary

This is a Texas Department of Transportation (TxDOT) bid proposal document for Control 3089-01-013, Project F 2026(772), for the construction of pedestrian infrastructure along FM 3039 in Kaufman County, Texas. The project involves constructing sidewalks and related work from south of Hunter Lane to south of West Lewis, covering approximately 0.284 miles. The work scope includes site preparation, concrete removal, excavation, embankment, vegetation establishment, erosion control, drainage structures, safety railings, signage, pavement markings, and traffic management. The project is to be completed in 79 working days. The bid proposal includes 63 line items with estimated quantities ranging from single units to thousands of units (for example, 1,836 square yards of block sodding, 1,836 square yards of drill seed for temporary warm/cool conditions, 324 square yards of concrete sidewalks, and 307 linear feet of metal beam guard fence removal). Bidders must acknowledge receipt of all addenda and submit a proposal guaranty of $15,000.00 in the form of a cashier's check, teller's check, or bid bond. The project requires submission of audited financial statements and experience questionnaires at least ten days prior to the letting date.

Bidders must submit unit prices for each pay item in accordance with Item 2 of the specifications. The contract incorporates TxDOT standard specifications, special provisions, and federal requirements under Title 23, United States Code, including Davis-Bacon wage requirements, nondiscrimination provisions, and E-Verify employment verification. A disadvantaged business enterprise (DBE) goal of 0% has been established for this project. The document requires compliance with multiple federal certifications including those related to boycott prohibitions (Israel and energy companies), firearm entity discrimination, foreign adversaries, and telecommunications equipment restrictions. Lane closure assessment fees apply, ranging from $5,000 to $20,000 per hour depending on the number of lanes closed, with restrictions limiting closures on FM 3039 to 9:00 a.m. to 3:30 p.m. and 9:00 p.m. to 5:00 a.m. The project includes a 60-day convenience delay allowance for contractor mobilization and requires submission of a Critical Path Method (CPM) schedule in P6 format prior to construction commencement. Holiday restrictions apply during specified periods including New Year's, Easter, Memorial Day, Independence Day, Labor Day, Thanksgiving, and Christmas, during which working days will not be charged.

GENERAL

The construction, operation and maintenance of the proposed project will be consistent with the state implementation plan as prepared by the Texas Commission on Environmental Quality.

The disturbed area for this project, as shown on the plans is 0.404 acres. However, the Total Disturbed Area (TDA) will establish the required authorization for storm water discharges. The TDA of this project will be determined by the sum of the disturbed area in all project locations in the contract, and all disturbed area on all Project-Specific Locations (PSL) located in the project limits and/or within 1 mile of the project limits. The department will obtain an authorization to discharge storm water from the Texas Commission on Environmental Quality (TCEQ) for the construction site as shown on the plans, according to the TDA of the project. The contractor will obtain any required authorization from the TCEQ for the discharge of storm water from any PSL for construction support activities on or off of the project row according to the TDA of the project.

When the TDA for the project exceeds 1 acre, provide a copy of the appropriate application of permit (NOI, or Construction Site Notice) to the engineer, for any PSL located in the project limits or within 1 mile of the project limits. Follow the directives and adhere to all requirements set forth in the TCEQ, Texas Pollution Discharge Elimination System, Construction General Permit (TPDES, CGP).

This project required permits with environmental resources agencies. There is a high probability that an environmentally sensitive area could be encountered on the contractor designated Project-Specific Locations (PSL) for this project (haul roads, equipment staging areas, borrow pits, disposal sites, field offices, storage areas, parking areas, etc.). Item 7.6 “Project-Specific Locations”, provides a listing of regulatory agencies that may need to be contacted regarding this project.

Leave all right of way areas undisturbed until actual construction is to be performed in said areas.
