About this file
This file is a Questions and Answers document for the Station Lake Tahoe Galley Renovation solicitation, addressing 26 contractor inquiries regarding project scope, specifications, and requirements.
The galley renovation project involves updating a 247" length x 126" width rectangular kitchen space with a vaulted A-frame ceiling to support 24-hour station operations for 18 daytime and 9 overnight watchstanders. Key deliverables include: nine new commercial-grade cabinets with rustic dark wood finish (two with four cubbies top-to-bottom; seven with drawers above and storage beneath); stainless steel countertops fabricated to commercial food service standards with backsplash and sink cutout; a complete commercial-grade sink and faucet assembly (minimum 33" wide x 22" deep with two-function nozzle and new garbage disposal); a combination natural gas griddle/burner unit with flat-top griddle and four burners sized flush with surrounding countertops (current dimensions: 31" deep x 48.5" wide x 37" tall); and a commercial-grade freezer fitting within existing footprint (approximately 30" deep x 27" wide x 78" tall). The contractor must propose all equipment and layouts for government approval via submittal process. Electrical service available is 120/240v. The performance period is 60 days after award inclusive of notice to proceed. All mechanical, electrical, plumbing, and gas work must be performed by California-licensed trade professionals. Lead-safe work practices apply to all visually similar painted drywall in contiguous spaces per OSHA 29 CFR 1926.62, with lead-containing debris requiring appropriate disposal classification testing. Payment protection is required after award. Contractor access is limited to U.S. citizens or lawfully admitted permanent residents with Real ID documentation. The galley may be shut down completely during construction without requiring temporary food service facilities.

Government dumpsters shall not be used.
6. Please confirm the California license requirement for the prime.
Answer: Direct federal procurement on federal property is governed by federal law. A California state contractor's license is not required for the prime contractor. Responsibility determinations are made exclusively in accordance with FAR Part 9.The contractor shall ensure they have suƯicient licensing to handle materials containing lead as stated in the SOW.
7. Please confirm whether 100% payment bond/ILC evidence is required with the oƯer or only after award.
Answer: Payment protection is required after award.
8. Please confirm whether contractor access is limited to U.S. citizens/LPRs and what documentation is required.
Answer: Each individual employed under the contract shall be a citizen of the United States of America or a person lawfully admitted for permanent residence. Real ID is required.
9. Please provide specifications for the cabinets, countertops, sink, faucets, and griddle/burner.
Answer: Specific models and types are not provided. The contractor is responsible for proposing all items for Government approval via the submittal process. See the answers to the more specific questions below for additional guidance.
10. Please confirm if a garbage disposal is required to be installed.
Answer: Yes a garbage disposal is required to replace the existing machine.
11. Please provide a layout of the work area.
Answer: The galley is a rectangular layout with three entry ways, one outside to the west, one into the hallway to the east and one into the training deck to the south. See accompanying floor plan and photo. See question #4.
12. The work aƯects the Station’s operating galley; however, the documents do not state whether the galley may be taken completely out of service. Please confirm whether uninterrupted galley operations or temporary food-service facilities are required during construction. If required, please define the phasing and temporary-facility requirements.
Answer: The galley can be completely shut down for the work. The contractor is not required to provide temporary food-service facilities.
13. The SOW requires completion within 60 days after NTP; however, the cabinetry, countertops, and appliances may require extended fabrication and delivery periods following approval. Please confirm whether NTP will be issued after these long-lead items have been approved, procured, and are available for installation.
Answer: The planned performance period is 60 days after receipt of the award inclusive of the notice to proceed. This period shall be used when developing oƯers.
14. The SOW requires new commercial-grade base, tall, and wall cabinetry “as per the approved layout”; however, no approved renovation layout or cabinet schedule is included. Please provide the required cabinet layout, including cabinet types, sizes, and quantities.
Answer: There are a total of nine cabinets. Only two that happen to be right next to each other have 4 cubbies from top to bottom. The other seven all have drawers on top and then storage beneath. The contractor is to propose a new, functional cabinet layout for government approval as part of the submittal process. The finish should be a rustic dark wood for the cabinetry.
15. The SOW requires stainless-steel countertops but does not define the required fabrication standard. Please provide the minimum stainless-steel grade/gauge, backsplash requirements, edge profile, and seam/fabrication requirements to be used.
Answer: OƯerors shall propose countertops based on commercial food service industry standards for durability and sanitation. The back splash and countertop shall be basic stainless steel with a cutout for the new sink. Specific grade, gauge, and profiles shall be included in the contractor's submittal for government approval.
16. The SOW requires a new commercial-grade sink and faucet assembly but does not define the required sink configuration. Please provide the required number and size of sink compartments, drainboard configuration, faucet type, and required accessories.
Answer: The contractor shall propose a complete commercial-grade sink and faucet assembly for Government approval. The faucet shall feature, at minimum, a two-function nozzle (stream and spray). A new garbage disposal is required to be installed with the sink. The current sink size is 33in wide, 22in deep.
17. The SOW requires a new “smaller” combination griddle/burner unit but does not define the required size, fuel type, or configuration. Please specify the required overall width, griddle width, burner quantity, fuel type, and input capacity.
Answer: The new unit shall come equipped with a flat-top griddle and four burners, all using natural gas. The current unit is a flat-top griddle only and no burners, and juts outward into the tight kitchen space. New unit shall be flush with the countertop on either side and sized appropriately to fit 4 burners and a smaller flat top griddle. The contractor shall propose a specific model that fits the new layout aesthetically and functionally, for Government approval
18. The replacement griddle/burner is required to be furnished and installed; however, the solicitation does not define the associated hood, exhaust, makeup-air, or fire-suppression scope. Please confirm whether the existing systems are to remain without modification.
Answer: The existing hood and fire-suppression system (Gaylord) is to remain and be re-used. The contractor shall ensure the new all-gas appliance is positioned fully within the capture zone of the hood and under the coverage pattern of the suppression system nozzles. Following equipment installation, the contractor is responsible for verifying that the system is fully serviced and certified operational. The current griddle is 31” deep, 48 ½” wide, and 37” tall.
19. The SOW requires a new commercial-grade freezer but does not define its capacity, configuration, dimensions, temperature range, or electrical characteristics. Please specify the required freezer type, minimum capacity, maximum dimensions, door configuration, temperature range, voltage, and phase.
Answer: The contractor shall propose a new commercial-grade freezer that fits within the available space. For reference, the existing freezer is approximately 30" deep x 27" wide x 78" tall. The electrical service available is 120/240v. The proposed model is subject to government approval.
20. The SOW requires necessary plumbing connections and gas/electrical hookup modifications but does not define the limits of work. Please confirm whether the base bid is limited to modifications of the existing branch utilities serving the galley.
Answer: Yes. The scope of utility work is confined to final branch piping and electrical connections serving equipment within the physical boundaries of the galley space. Modifying main facility distribution panels or upstream gas mains outside the galley is not in scope.
21. Is there an approved or preferred cabinet layout for the galley, or is the contractor responsible for proposing the layout for Government approval as part of the submittal process?
Answer: Answer: The contractor is responsible for proposing a functional layout for Government approval. The space serves as the kitchen for the station’s daytime crew of 18 and overnight duty crew of 9 watchstanders. The government preference is a rustic darkwood finish that matches the wood flooring in the building.
22. Please confirm the fuel type (natural gas or propane) and the electrical service
(voltage/phase) available at the griddle/burner and freezer locations.
Answer: The fuel for the griddle and burners is natural gas. The electrical service available is 120/240v.
23. Are there dimensional or capacity limits for the "smaller" combination griddle/burner unit and the replacement commercial freezer, or should the contractor size them to fit the existing footprint?
Answer: The replacement freezer must be sized to fit within the existing footprint (~30" D x 27" W). The cooking unit must be placed flush with surrounding countertop/appliances rather than jutting outward into the galley.
24. Does the government require the prime contractor to hold a California contractor's license, or is it suƯicient that all plumbing, electrical, and gas work is performed by California-licensed trades under the prime contractor's supervision?
Answer: The prime contractor is not required to hold a California state contractor's license. In accordance with SOW Section 3.1, all specialty mechanical, electrical, plumbing, and gas work must be executed by qualified, licensed trade professionals in good standing.
25. Will government review of the cabinet, countertop, and appliance submittals be completed within a set number of days so the contractor can plan material lead times inside the 60-day performance period?
Answer: Yes. While a strict calendar guarantee cannot be specified, reviews are prioritized to minimize project impact within the 60-day period of performance.
26. Please confirm that only the southeast-corner painted drywall identified in AESS Report 26-092 requires lead-safe work practices, and that no other surfaces in the galley are designated for such controls.
Answer: The AESS Report confirmed the presence of lead-containing paint on the sampled drywall in the southeast corner. In accordance with standard industrial hygiene practices and OSHA standards, all visually similar painted drywall sharing the same application history within that contiguous space must be treated as a homogeneous area and presumed to contain lead-based paint, unless the contractor verifies otherwise through representative testing.
Contractors must plan their methods of demolition, fastening, and construction accordingly, implementing lead-safe work practices under OSHA 29 CFR
1926.62 wherever such drywall is disturbed. In accordance with SOW Section
2.2, if any distinctly diƯerent, unforeseen suspect hazardous materials are uncovered during demolition, work in that immediate area must stop and the Contracting OƯicer must be notified immediately.
