Single Source Justification (Simplified Acquisition)
Section A: General Contract Information
Contracting Activity: 502 CONS/JBKBB 2250 Engineer St. , Ste 1, #4196 JBSA-Fort Sam Houston, TX 78234-7740
Purchase Request/ Identification Number:
Project/Program Name: ArchieMD Videos Licenses Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The Department of Combat Training (DCMT) requires the procurement of Instructional Materials for curriculum lessons for Combat Medics. Videos to be licensed are as follows: (1) Combat Casualty Assessment, (2) Combat Application Tourniquet, (3) Emergency Bandage, (4) Pressure Dressing-Inguinal, (5) Pressure Dressing- Axillary, (6) Pressure Dressing-Neck Wound, (7) Emergency Cricothyroidotomy, (8) Occlusive Dressing, (9) Needle Chest Decompression, (10) IV Access and Fluid Initiation, (11) F.A.S.T. 1 Sternal Intraosseous, (12) I.V. Cannulation. The DCMT also requires the capability to request modifications to videos based on medical methodology and lessons learned that result in changes to accepted medical protocols. Each Licensing Agreement should span 1 year from date of delivery for each of the 12 videos identified, with the option to renew License Agreement for an additional 4 years. The DCMT requires a non-exclusive right to display animations during Combat Medic training. The animations licensed will be incorporated into curriculum and utilized during training. The animations shall be based on U.S. Army standards/protocols. A Firm Fixed Price contract will be awarded.
Section C: Justification for Soliciting from a Single Source
(A) ArchieMD videos are currently being used to train Combat Medics. Standardized use of these specific videos ensures that each student receives uniform training of fundamental concepts with standardized techniques and methods that incorporate an interactive learning approach geared toward both visual and kinetic learning styles. License renewal is required to enhance the DCMT's ability to train Combat Medics to a uniformed standard across mission critical array of life-saving skills. This will also impact the Combat Medics ability to perform to standard and to successfully graduate from training causing an undue increase in the cost of training to the Government.
(B) These videos provide a dynamic medium utilizing anatomy and physiology to impart complex procedures via visualization that can't adequately be imparted via slides and / or text book pictures and examples. The videos currently utilized start with a brief narrated introduction to the topic with slides illustrating basic concepts and learning objectives. High quality 3D graphics are used to demonstrate important clinical concepts and then transition into Training Mode where Students answer questions and try various activities. The Training Mode caters to both visual and kinetic learning styles with interactive activities that simulate practical clinical skills. To date, the DCMT has found no other training aid that encompasses the 12 critical skill sets that our Students are mandated to master.
Section D: Efforts to Obtain Competition
Market research was conducted but no other source of supply provides 3D graphics coupled with animation of these specific skill sets.
GSA Advantages has a multitude of training videos but does not have video training for the 12 life saving skill sets required.
Additional Internet searches were conducted per required skill set and there was no single source, nor multiple sources that offered 3D interactive videos. There are numerous you-tube videos, lectures, and single dimension videos geared toward Police and Paramedics;
However, none of these approaches meet DCMT's intent to provide the highest quality training to students.
Section E: Steps to Preclude Future Single Source Awards
The DCMT will continue to monitor the market for advances in video training as it becomes available. Since this is such a small market with a very specific required set of skills, it may take the market time to develop and perfect their ability to deliver a product that will meet the DCMT expectations. Any and all vendors who wish to develop interactive 3D graphic training of the 12 critical skill sets will be given the opportunity to compete with the Video Training currently being used to train Combat Medics.
