About this file
The document is a Request for Proposals (RFP) issued by the Delta Urban Renewal Authority (DURA) for the future use of 301 Main Street, a historic building in downtown Delta. DURA seeks a private sector partner to lease or potentially purchase the iconic "Chamber Building," with proposals due by December 1, 2025, at 11:00 am. The building, previously used by the Chamber of Commerce and Arts on Main, requires a new tenant by February 1, 2026. Interested parties must submit comprehensive proposals including business experience, financial capabilities, implementation strategy, maintenance plan, and proposed use. Site visits can be arranged by contacting Rod Myers, and all electronic submissions must be ADA-compliant.
The evaluation will prioritize proposals that enhance the building's historic and cultural significance, complement existing Main Street businesses, and increase downtown vibrancy. DURA will select two to five finalists based on proposal materials, who will then present at a community meeting. The selection will not solely be based on financial offer but will consider community impact and alignment with DURA's priorities. Potential uses include finance, cultural retail, food, and lodging establishments. The authority reserves the right to negotiate terms and may consider additional factors beyond the stated evaluation criteria. Potential financial assistance may be available through the City Incentive Policy or Tax Increment Financing.

Request for Proposals 301 Main Street
The Delta Urban Renewal Authority (DURA) invites creative ideas accompanied by strong private business experience for the future of 301 Main Street. This building is one of, if not the, iconic building of downtown Delta. Most recently, this building has been known as the “Chamber Building” and served as the Chamber of Commerce and Visitor Center for the past several decades until the end of 2023. In 2025, Arts on Main entered into a short-term lease of the building. That lease expires on February 1, 2026.
DURA acquired this building in the early 1980s and has leased the building to the Chamber of Commerce and Arts on Main since then. DURA wishes to find a private partner to ensure this iconic building continues as an anchor to downtown Delta.
The building is a historic structure, and as such, is in need of attention to preserve its historical significance. The City has identified maintenance needs for the windows. There are no known blueprints of the building.
DURA has identified several priorities to be considered in the search for a new private partner. It is of the utmost importance that any new businesses that operate at 301 Main Street support the integrity and culture of the building. This can be achieved through a variety of uses to include finance or cultural retail, food, and lodging establishments.
DURA would prefer to maintain ownership of the building with a long-term lessee but remains open to all proposals. Any improvements necessary to the building to accommodate the proposed use will be tenant-finished.
Submittal Requirements
DURA invites proposals from the private sector for future use of the building. Proposals must meet the following requirements:
● Overview of Applicant’s business experience, including a resume.
● Applicant must have a proven business background and financial ability to implement the project proposed. Finalists may be required to provide evidence of financial ability to implement the project.
● Proposal must identify if the building will be purchased or leased, a strategy for implementation, and an offer for such.
● Vision for how the long-term maintenance needs of the building will be addressed (roof, plumbing, electrical, etc.).
● Business plan for the proposed use or uses of the building.
● Identification of any expected financial assistance from the City or DURA (i.e., City Incentive
Policy or Tax Increment Financing potential from DURA).
● Identification of any building code considerations based on the proposed use or uses of the building. Delta Community Development is available to answer questions prior to the submittal of a proposal. This is strongly encouraged.
● Timeline for implementation.
Evaluation Criteria
DURA will consider all proposals, but will weigh heavily on the following factors:
● Does the project include a use that values and enhances the historic and cultural significance of the building?
● Are major modifications necessary to the building to support the proposed use? Do these modifications negatively impact the historic structure?
● Can the applicant provide evidence of financial ability to implement the project proposed?
● Does the proposed use complement existing Main Street businesses? Will the proposed project increase the vibrancy of downtown by attracting visitors and encouraging commerce and entertainment?
● Competitiveness of the proposed offer (rent or sale) compared to the positive community impact.
This means that the most competitive applicant may or may not be the best offer from a financial standpoint.
DURA reserves the right to consider factors beyond the above criteria in evaluating all proposals.
DURA reserves the right to negotiate any and all terms with a finalist. Should a final agreement not be made, DURA reserves the right to reconsider all applications received.
