OPOAM 3008.405-6(a)(1) Limited-Sources Justification (LSJ)

For orders or BPAs exceeding the micro-purchase threshold and below simplified acquisition threshold

This acquisition is conducted under the authority of the Multiple-Award Schedule Program, 41 U.S.C. 152(3), Competitive Procedures, and 40 U.S.C. 501, Services for Executive Agencies.

1. Agency and Contracting Activity.

The Department of Homeland Security (DHS) Cybersecurity and Infrastructure Security Agency (CISA) Cybersecurity Division (CSD), and the Cybersecurity and Infrastructure Security Agency Acquisition Division (CISAAD) proposed to award a task order pursuant to FAR 8.405-6(a), Limiting Sources.

2. Nature and/or description of the action being approved.

DHS/CISAAD intends to extend task order 70RCSA20FR0000009 for one additional month utilizing FAR Clause 52.217-8 Option to Extend Services. This is a single Time and Materials (T&M) task order against Cyberspace Solutions LLC’s General Services Administration (GSA) Federal Supply Schedule (FSS) Contract GS-10F-0059Y. Name and address of the proposed contractor is shown below:

3. Description of Supplies/Services.

The requirement is to provide project management, information management and operations support services for DHS/CISA. The estimated total value for the extension is $49,024.36 for a one-month period of performance from 6/29/2020 to 7/28/2020.

4. Authority and supporting rationale.

8.405-6 (a)(1)(i)(A) An urgent and compelling need exists, and following the ordering procedures would result in unacceptable delays.

Cybersecurity and Infrastructure Security Agency (CISA) Cybersecurity Division (CSD)’s front office provides majority of the executive administrative services and budgeting, finance and acquisition support to CISA CSD senior leaders. CISA is the Nation’s risk advisor, working with partners to defend against todays threats and collaborating to build more secure and resilient. As CISA reorganizations occur and priorities shift and change, high-level executive administrative, budgeting, finance and acquisition support services are critical for continued operations. Therefore, the critical expertise and services of Cyberspace Solutions LLC must be continued without a break in service.

Cyberspace Solutions LLC has been providing exceptional past performance in executive administrative services, budgeting, finance and acquisition support and information management office support services since 2017 under HSHQDC-17-J-00313 and 70RCSA20FR0000009. These contracted support services are necessary to ensure continued full CSD Operational Capabilities. CSD cannot risk any break in service while another contractor gains the experience and technical understanding, and undergoes DHS suitability review, to effectively provide these operational services. A three (3) month bridge contract (70RCSA20FR0000009) was awarded to Cyberspace Solutions, LLC on 2/28/2020 to allow sufficient time for the ongoing competition and any potential transition to be finalized; this action was done under LSJ FY20-0064. The bridge contract was further extended for one additional month under LSJ FY20-00164 to allow sufficient time to finalize the award. At this time, the new award was placed with a new vendor on 6/24/2020, leaving little to no time for a smooth transition. As a result, the program office has requested a final one-month extension to the current bridge contract to allow time for transition.

Based on the above-mentioned rationale, extending the current bridge contract for one additional month to allow sufficient transition time is necessary and in the best interest of the government. Since the FAR Clause 52.217-8 Option to Extend Services was not evaluated at the time of contract award, a new pre-coordination and Limited-Sources Justification are required in accordance with OPOAM 3017.207-90.

5. Technical/Requirements Personnel Certification.

I certify that this requirement meets the Government’s minimum need and that the supporting data, which form a basis for the Limited-Sources Justification, are accurate and complete.
