About this file

This is a Request for Qualifications (RFQ) solicitation document issued by the University of Connecticut for the Motor Pool Fuel Tank Replacement project, a supplemental construction procurement. The project scope encompasses the complete removal of the existing UConn Motor Pool Fueling Station and installation of a fully operational fueling system featuring two 10,000-gallon underground storage tanks (one for gasoline, one for diesel), associated piping, leak detection systems, Stage I vapor recovery, electrical and controls infrastructure, integration with current usage monitoring systems, civil site restoration, and turnover training at the Storrs Campus, 9 Discovery Drive, Storrs, Connecticut. The solicitation was released January 13, 2026, with a questions and answers deadline of January 22, 2026 at 2:00 PM EST and a proposal submission deadline of February 3, 2026 at 2:00 PM EST through the HuskyBuy Portal. This is a two-part process in which qualified proposers will be shortlisted following Statement of Qualifications review, then invited to submit cost proposals in a subsequent Invitation to Bid phase. Contract issuance and notice to proceed is anticipated for April 2026, with construction commencing May 1, 2026 and continuing for approximately one year.

Qualified proposers must demonstrate DAS prequalification in General Building Construction (Group B or C) and/or Sitework classification, financial ability and bonding capacity for projects valued at minimum $1,500,000, and relevant experience with three comparable projects completed within the past ten years with construction values of at least $1,000,000, particularly those involving sitework with tanks and DEEP regulatory compliance. Contractors must perform not less than 10 percent of the total contract price with their own forces and meet spending allocation goals of not less than 30 percent to Small Business Enterprises (SBEs) and 10 percent to Minority-Owned businesses (MBEs), as certified by the Connecticut Department of Administrative Services. Payment terms are Net 30 Days with Free On Board Destination delivery terms. The estimated total contract value has not been publicly disclosed, though financial capacity requirements suggest projects valued at $1,500,000 or greater. The University of Connecticut encourages participation by SBEs, MBEs, woman-owned businesses, and businesses owned by persons with disabilities, as well as Connecticut-based businesses. All inquiries should be directed to Christopher Peters, Procurement Agent, at chris.peters@uconn.edu or 860-486-6324.
