About this file

This is Addendum 1 to a solicitation issued by the North Carolina Office of Procurement, Contracts and Grants for medical waste removal and disposal services for the Division of Public Health. The addendum, dated August 13, 2026, provides clarifications and responses to vendor inquiries regarding Solicitation Number 30-26386-DPH, with bids due August 18, 2026, at 2:00 PM ET. The solicitation covers medical waste removal and disposal services for two state facilities: the State Laboratory of Public Health (SLPH) and the Office of the Chief Medical Examiner (OCME), located at 4312 District Drive, Raleigh, North Carolina. Estimated annual volumes total 4,680 boxes, comprising 3,120 boxes for SLPH and 1,560 boxes for OCME, with average weights of 25-30 pounds per box. The waste types include biohazardous waste and sharps containers, but exclude human cadaver tissue, torsos, heads, and fetuses. The State will handle all packaging and staging of waste prior to pickup, and no emergency pickups were requested in the prior 12-month period.

Pricing must remain firm and fixed for the entire initial contract term with no allowances for fuel surcharges, environmental fees, regulatory cost escalators, or annual price adjustments. Unit prices per box shall remain fixed regardless of volume fluctuations, with anticipated variations of plus or minus five percent from SLPH and no anticipated changes for OCME. For optional renewal periods, the State prefers unchanged pricing but reserves the right to negotiate minor structural cost variations prior to exercising renewal options. Prevailing wage requirements and Davis-Bacon Act provisions do not apply to this service contract. Contractors must be appropriately licensed and insured to handle regulated medical waste in compliance with state and federal environmental and occupational safety regulations, and must use the estimated annual quantities specified in the solicitation for pricing calculations on the Attachment A Pricing Form.
