About this file
This is an addendum to an Invitation for Bid (IFB) issued by the North Carolina Department of Health and Human Services for janitorial services at the DEIPD office located at 224 Peedin Road, Smithfield, North Carolina. Addendum 1, dated August 10, 2026, modifies the original solicitation 30-26376-EIPD by changing the bid opening date to August 19, 2026, at 2:00 PM ET and clarifying the contract effective date as November 1, 2026, or the date of final contract execution, whichever is later. The scope of work encompasses comprehensive janitorial services including daily, weekly, and monthly cleaning, maintenance, sanitation, and supply provision for the facility. The initial contract term is one year from the effective date. Bidders must submit one properly executed copy of the addendum with their bid response prior to the bid opening date and time.
The addendum addresses 23 vendor questions regarding evaluation criteria, past performance documentation, subcontractor approval processes, specifications for cleaning supplies and equipment compatibility, facility square footage and foot traffic information, storage area specifications, and pricing structure. Award will be based on the responsive bid offering the lowest price that meets all specifications, with the contract value representing a single annual firm-fixed price for all janitorial services, cleaning supplies, and products. The incumbent contractor is eligible to rebid. Vendors proposing subcontractors must furnish names, qualifications, and experience with their bids. Specific preferences are noted for cleaning products, including Soft Soap Antibacterial in White Tea or Berry Scent and Bobrick paper towel dispensers with tri-fold towels. Current contract value information and details regarding the previous contractor are available only through public records requests submitted to public.records@dhhs.nc.gov.
