About this file
This document comprises vendor response instructions for RFP OD-445-26 VOC Free Asphalt Products and Services issued by the Purchasing Cooperative of America (PCA) for Texas. The RFP solicits responses from qualified vendors experienced in providing VOC-free asphalt products and services to PCA members on a national, statewide, regional, or local basis. A pre-proposal meeting is scheduled and available online; attendance is optional but vendors must RSVP to reserve a seat. The solicitation requires vendors to submit responses through the Euna platform, with questions directed to support@gobonfire.com and inquiries posted in the Messages Section of the Public Notice Tab.
Vendor responses must be submitted in seven sequential steps: Form A addressing offer acceptance and contract signatures; Form A-1 detailing exceptions to contract terms if applicable; Forms B through I comprising solicitation addendum, vendor certifications (including antitrust certification), W-9 documentation, debarment certification, miscellaneous vendor responses, vendor questionnaires, and value-added products and services; Form J containing company logo in image format; a detailed vendor response addressing scope and specifications; pricing documentation; and a final consolidated submission combining the original solicitation with all vendor responses. All forms must be converted to PDF format before upload, and additional pages require RFP number and title in the left header margin with vendor name in the right header margin.
